한국과 EU 간 FTA 발효 전후의 무역결합도와 비교우위 변동 분석

본 연구는 2010년부터 2013년까지 4개년의 SITC 1단위 기준의 품목을 분류하여 우리나라 교역품목의 EU시장에서의 무역결합도, 무역보완도, 무역편향도를 구하여 분석한다음, 제조업에 해당하는 SITC 2단위 코드번호 51~89에 해당하는 품목자료를 사용하여 한⋅EU간 현시비교우위 지수와 시장비교우위지수를 산출하고 산업별 경쟁력을 분석하였다. 한국과 EU의 무역결합도 분석 결과, 한국의 대EU 무역결합도는 감소한 반면에 EU 의 대한국 무역결합도는 증가했으며, 품목별로는 기계 및 운수장비, 기타 제조품의 무역보완도 수치가 높게 산출되었다. 동식물유지, 식품 및 산 동물, 음료 및 담배, 기타 품목의 대EU 무역보완도는 비교적 낮은 수준으로 나타났다. 이를 바탕으로 한국의 대EU 무역편향도를 구한 결과, 한국의 무역편향도는 하락세를 보였으며 EU시장에서의 수출 긴밀도와 수출액 규모가 줄어들었다. 반면에 EU의 대한국 무역편향도는 상승세를 보여, EU가 대한국 무역에서 한⋅EU FTA 발효의 수혜를 입은 것으로 나타난 것이 대조를이루었다. 현시비교우위와 시장비교우위 분석 결과, 한국은 제조업 위주로 비교우위를 확보하고있었으며, 화학물 및 제품, 재료별 제조품, 기계와 운수장비의 품목에서 대세계 수출경쟁력이 있는 것으로 나타났다. 화학물 및 제품, 재료별 제조품의 경우, 세계시장에서의높은 수출경쟁력 추세와는 대조적으로 EU시장에서는 비교열위 흐름을 보이고 있었는데, 이는 향후 대EU 수출에서 해당품목들의 수출잠재력 확대가능성을 엿볼 수 있는 부분이다. 한국과 EU 각각의 현시비교우위 지수 평균값을 구하고 표준편차를 산출한 결과, 한국은 대EU 수출에서 수출상품구조의 다양화 및 기술적 진보 경향을 보이며 EU와의 격차가 줄이고 있는 것으로 나타났다. 이 같은 흐름에 더하여 한국의 대EU 시장점유율증가세, 중부유럽권과의 수출액 확대 경향을 고려하면, 장기적으로 한⋅EU FTA 발효3년차까지의 수출부진을 극복하고 FTA 발효 후 한국의 무역성과가 긍정적인 흐름으로전환될 수 있다.
Abstract
This study figures out up-to-date Korea and EU trade structure versus EU targeted to items related to SITC (Standard International Trade Classification) one unit code number 0~9 and two unit code number 51~89 for manufacturing business with higher trading proportion, mainly with 2010 ~2013, by utilizing some indices such as the concept of trade coupling level, trade compensation level, trade deflection level including suggesting the progress change of import, export scale between Korea⋅EU, trade proportion, market share. Accordingly, this study used the comparative advantage of bilateral Korea⋅EU market and export competency in global market by utilizing the index of market comparative advantage(RCA) and current comparative advantage. The Analysis showed that export moved downward by decrease of trade coupling level and trade deflection level of Korea on EU and Korea⋅EU FTA works to their advantage to EU as trade coupling level and trade deflection level of EU on Korea increases. For each items, this study presented high trade compensation level of Korea on EU for ‘Other manufacturing product’ and the highest export specialization level for ‘machine and transport equipment and low trading compensation level of Korea on EU for ‘food and live animals’, ‘mineral fuels’, ‘animal and plant oil’. It showed the same trend for comparative advantage analysis and Korea has secured comparative advantage for ‘manufacturing items by material, ‘machine and transport equipment, they have export competitiveness in EU market as I had the high index of market comparative advantage of Korean market for ‘Non-food raw materials, ‘machine and transport equipment’, and ‘Other manufacturing products’ based on 2013. To integrate current comparative advantage index and market comparative advantage index, they showed the mixed aspect of comparative advantage and comparative disadvantage in Korean trade on EU, I can divide trade items into the items which have export competency in both global market and EU market and the items which have frustrated export in EU market even if they secured comparative advantage in global market. After Korea⋅EU FTA, Korea has suffered from frustrated export by experiencing trade deficit even if it has secured market share in EU market, the value of items of comparative advantage showed downward up to 2013.
