한-EU FTA 발효 3년의 성과와 향후대응전략에 관한 연구

본 논문의 목적은 한-EU FTA 발효 3년의 성과와 대EU 무역수지 적자의 원인을 분석하고 향후의 대응전략을 모색하는 데 있다. 즉, FTA 발효 후 한국의 대EU 수출은 크게 감소한 반면, 수입은 큰 폭으로 증가하였다. 수출이 감소된 주된 원인은 글로벌 금융위기와 유럽의 재정 및 금융위기로 인한 EU 회원국들의 수입수요 감소 때문이다. 수입증가의 원인으로는 FTA로 인한 관세인하 효과와 한국 소비자들의 유럽산 자동차와 고급소비재 선호경향, 일본산 소재 및 부품의 EU로의 수입전환, 지정학적 요인에 의한 이란산 원유수입이 영국 브랜트산으로의 수입전환 등을 들 수 있다. 이 밖에도 FTA 발효 이후 원/Euro 환율의 지속적 하락은 FTA로 인한 관세혜택을무색하게 하여 대EU 수출 감소와 수입 증대를 가속시키는 요인으로 작용하였다. 한편, 대EU 수출이 크게 감소된 선박, 반도체, 무선통신기 등은 이미 무관세 품목이어서 FTA 비수혜품목인 반면, FTA 수혜품목들의 대EU 수출은 크게 증가하고 있어 한-EU FTA 가 어느 정도 대EU 수출 감소의 버팀목 역할을 하고 있음을 알 수 있다. 따라서 본 논문에서는 이러한 분석을 바탕으로 대EU 무역적자 기조를 개선하는 데 도움이 될 대응전략들을 고찰하고 있다.
Abstract
trade deficit to EU after the launch of Korea-EU FTA and to seek the correspondence strategies to overcome the deficit situation from now on. Korea's export to EU has greatly declined, on the other hand, her importation from EU has remarkably increased since the FTA came into effect. The great export decrease is owing to the import demand reduction of EU member countries by their budget deficit and financial crisis. The remarkable import increase results from the preference tendency for European luxury consumer products like automobiles, apparels and leather goods, etc. It was encouraged by the tariff reduction from FTA and the revaluation of Korean Won to Euro. Especially, the export of vessels, semiconductors and wireless communication apparatuses was greatly declined, which were already zero tariff and nonbeneficiary items from FTA. On the other hand, the export increase of the beneficiary goods, of which tariff was reduced by FTA, played a support role in export reduction to EU. These basic trends of trade deficit will not improved in the short term. Therefore, in the end of this paper, the correspondence strategies to improve the situation of trade deficit are considered.
