영국의 EU 탈퇴에 대한 비판적 고찰: 캐머런의 국민투표 제안을 중심으로

2013년 1월 보수당의 캐머런 총리는 블룸버그 연설을 통해 2017년 영국의 EU 탈퇴여부를 묻는 국민투표를 실시하겠다고 공언하였다. 2015년 총선에서 보수당이 승리한다면 2017년 말까지 영국은 EU로부터 탈퇴 또는 잔류를 위한 국민투표를 실시하게 된다. 만일 국민투표에서 탈퇴를 결정하게 되면, 유럽통합 사상 초유의 일이 발생하므로 영국 및 EU 양측에 치명적인 타격을 입힐 것으로 보인다. 영국은 가입 후 지난 40년 동안 제반 EU의 정책(공동농업정책과 예산문제, 사회정책, 단일통화 및 금융정책, 이민문제, 쉔겐협정 등)에 반대 입장을 표명하여 통합의 속도를 조절해 왔으며 이에 관한 토론의 장을 제공하여 EU 발전에 나름대로 기여해 왔다고 평가된다. 그런데 이제 영국은 EU 내부에 남아서 악마의 역할을 하기 보다는 오히려 EU를 탈퇴할 수도 있다는 초강수를 두고 있다. 탈퇴하면 영국은 아마도 차선을 좌회전에서 우회전으로 바꾸는 만큼이나 큰 사회혼란을 초래할 것으로 보인다. 이 엄청난 충격을 고려하면, 보수당 캐머런 총리의 발언은 진정한 탈퇴를 위한 수순이라기보다는 국내정치적으로 국민들의 반 EU정서에 호소하면서, EU와는 재협상을 주도하기 위한 배수의 진을 친 것으로 볼 수도 있을 것이다.
Abstract
In January 2013, Prime Minister of the Conservative Party Davis Cameron announced publicly that a referendum on the the UK’s continued EU membership will be held. If the Conservative wins the general election in 2015, the UK will hold the in/out referendum from the EU by the end of 2017. In case of ‘yes’, it should be the first time in the history of European integration to see the current Member State leave the EU, and both the UK and the EU will be seriously affected accordingly. The UK has contributed quite a lot for itself to the development of the EU by controlling the speed of integration through its opposition to various EU common policies (budget, social policy, single currency and financial policy, immigration, Schengen agreement, for instance). Considering the tremendous shock the withdrawal may cause, PM Cameron’s intention does not seem a ‘real’ procedure for the withdrawal. It rather seems an appeal to counter the UK citizens’ eurosceptic sentiment domestically, as well as to seek a better terms in renegotiation with the EU.
