지역 중심의 조직화 모델 연구 - 민주노총 지역일반노조 운동을 사례로 -

초록

이 연구는 2000년 부산에서 시작되어 전국으로 확산된 민주노총 지역일반노조 운동을 지역 중심의 조직화 모델 사례라는 관점에서 분석한다. 지역일반노조운동의 효시인 부산지역일반노조는 민주노총의 산별노조 건설 노선을 비판하면서 시작하였다. 지역일반노조는 신자유주의 구조조정이 한창 진행되던 정세와 맞물려 애초의 예상을 훨씬 뛰어넘는 속도와 규모로 성장하였다. 만성적 자원 제약과 과도한 교섭․투쟁 부담으로 말미암아 위기를 맞은 지역일반노조는 2010년대 들어 조직화 정체의 돌파구를 열었다. 지역일반노조 운동은 2010년을 기준으로 전기와 후기로 나눌 수 있는데, 각 시기는 사회운동론의 ‘위협 모델’과 ‘기회 모델’에 따라 설명할 수 있다. 지역일반노조 운동의 사례는 구조적으로 불리한 조건에서 시작해 성장과 정체, 돌파를 거듭하면서 20년 가까이 존속하였고 최근 들어서도 성장세가 멈추지 않고 있다는 점에서, 지역 중심의 조직화 모델에 유리하거나 불리하게 작용하는 조건들을 파악하는 데 큰 시사점을 준다.

Abstract

This study analyzes the local general union movement, which started in Busan in 2000 and spread to the whole country, as a case of local-oriented organizing model. The Busan Local General Union, the progenitor of the local general union movement, started by criticizing KCTU’s industrial unionism. Against the background of ongoing neoliberal restructuring, the local general union grew at a speed and scale that far exceeded the earlier expectations. The local general union, which was in crisis due to chronic resource constraints and excessive burden of negotiation and struggle, made a breakthrough in the 2010s. The local general union movement can be divided into the first half and the second half, and each period can be explained according to the ‘threat model’ and ‘opportunity model’ of social movement theory. The case of the local general union movement started from structurally unfavorable conditions and continued to grow, stagnate and break through for nearly 20 years. It has great implications for identifying the conditions that favor or disadvantage the local-oriented organizing model.
