노동운동의 위기와 지역노동운동의 대응전략: 전라북도 대기업 노동조합의 지역사회 개입을 중심으로

Abstract

The main purpose of this study is to examine the local trade union's intervention strategy in local agenda with a case study of trade union of large enterprises in Joenbuk. The counter strategy of three individual unions to cope with the crisis of local labor movement in the aftermath of the foreign exchange crisis in the late 1997 is analysed. These three enterprises in Jeonbuk are confronted with similar difficulties in 1997 economic crisis in spite of some differences to a certain extent and asking for labor market flexibility to break through these difficulties. The countermove of the unions against the company's layoff plan varies with the individual unions' structural and subjective conditions. On the premise that the restructuring processes and labor flexibility policies of the companies are similar, the primary factors that have effects on the countermove of the local unions are each union's ability of resources mobilizing and solidarity with the head office of each union. In the phase of crisis and reorganization of democratic labor movement, social movement unionism is strongly recommended as a new strategy of labor movement. This study is just a case study of Jeonbuk region in the level of individual enterprises, but suggests that community intervention strategy can be a valuable alternative to overcome the crisis of labor movement. This study shows that local labor movement can obtain new power resources through close solidarity with local community.
