본 연구의 목적은 4차 산업혁명 시대와「국방혁신 4.0」등 미래 국방운영 환경에 부합한 군 인사 및 교육 분야의 정책방향 및 과제를 탐색하고 발전방향을 제시하는 것이다. 군은 지식기반사회 전반에 걸쳐 끊임없이 창출되고 유통되는 지식․기술․정보를 실시간으로 습득 및 활용할 수 있는 지식관리체계와 더불어 창의력과 학습력 및 적응력을 구비한 신지식인의 중요성이 더욱 증대되고 있다. 또한 미래의 군 조직도 조직구성원의 고도 전문화․고생산성화․고학력화가 요구될 것이며, 개인 및 조직의 경쟁력과 생존력을 향상시키기 위한 교육훈련 요구가 증대될 것이다. 이에 따라「국방혁신 4.0」과 연계하여 국방운영(인사 및 교육 분야)의 변화 요구에 신속히 대처하고, 기술집약적 군 구조 변화에 따른 지식기반형 인적자원의 충원을 위해 그 필요성이 더욱 강조되고 있다. 특히 미래 전장을 주도할 수 있는 우수 인력을 효율적으로 획득하고 운영하는 인사정책과 더불어 군사 전문성을 중시하는 양성 및 인사관리체계가 요구되고 있다. 이러한 맥락에서 4차 산업혁명 시대와「국방혁신 4.0」과 연계한 국방운영 정책방향 및 과제를 탐색하고 세부과제를 제시하였다. 국방운영은 미래 국방환경과 미래전의 인력소요에 부합하는 전문화된 인재의 획득과 육성 양성기관으로의 변화가 요구된다. 미래 군 인력소요에 적합한 맞춤식 교육목표 및 인재상을 재설정하고, 군 인력소요를 5개 분야로 설정하고 최첨단 무기체계를 운용할 수 있는 인력과 양성체계의 혁신이 요구된다. 또한, 미래전의 전력발휘를 주도하는 간부로서 자질과 리더십 배양을 위한 통합훈육체계의 발전도 병행되어야한다.
Abstract
The purpose of this study is to explore policy directions and issues in the field of military personnel and education in line with the era of the Fourth Industrial Revolution and the future defense operation environment such as Defense Innovation 4.0, and to suggest development directions. The military has a knowledge management system that can acquire and utilize knowledge, skills, and information that are constantly created and circulated throughout the knowledge-based society in real time, and the importance of new intellectuals with creativity, learning, and adaptability is increasing. In addition, future military organizations will require a high degree of specialization, high productivity, and higher education of their members, and the demand for education and training to improve the competitiveness and viability of individuals and organizations will increase. Accordingly, in conjunction with Defense Reform 4.0, the necessity is being emphasized to quickly respond to the demand for changes in defense operations (personnel and education) and to recruit knowledge-based human resources due to changes in the technology-intensive military structure. In particular, there is a need for a personnel policy that efficiently acquires and operates excellent manpower that can lead the future battlefield, as well as a training and personnel management system that emphasizes military expertise. In this context, policy directions and tasks for defense operation linked to the era of the Fourth Industrial Revolution and Defense Innovation 4.0 were explored and detailed tasks were presented. National defense operations require a change to a training institution for the acquisition and cultivation of specialized human resources that meet the future defense environment and the manpower needs of future warfare. It is necessary to reset customized educational goals and talent images suitable for future military manpower needs, set military manpower needs in five areas, and innovate manpower and training systems capable of operating state-of-the-art weapon systems. In addition, the development of an integrated discipline system for cultivating qualities and leadership as cadres leading the performance of power in the future war should also be carried out.
