현재 우리가 당면한 군사혁신의 화두는 “4차 산업혁명”이다. AI+ICBM(인공지능+사물인터넷, 클라우드, 빅데이터, 모바일)등 첨단과학기술이 군사 분야에 도입되면 미래 전쟁양상이 획기적으로 변화할 것이라 기대하고, 신 기술을 무기체계에 어떻게 접목할 것인지를 고민하는 방식으로 군사혁신을 추진하고 있다. 본 연구는 군사혁신에 관한 국내?외 연구를 통해 군사혁신을 이해하고, 군사혁신을 바라보는 두 가지 관점을 제시한다. 장기적 관점에서 혁신을 지속적으로 추진하기 위해서는 첨단과학기술을 군사적으로 활용한다는 기술결정론적 관점보다, 한국의 정치?사회?경제?안보상황을 고려한 기술의 사회적 형성론적 측면을 고려할 필요성을 제기한다. 더불어 군사혁신의 요소를 과학기술의 군사적 활용?혁신적 아이디어?조직의 적응력으로 제시하고 산업혁명 시기에 발생한 주요 전쟁사례를 분석함으로써 한국군이 군사혁신에 성공하기 위해서는 이 세 가지 요소의 상호작용이 중요함을 강조했다. 혁신을 성공하기 위해서는 과학기술의 군사적 활용가능성에 주목하고, 과학기술이 군사시스템에 통합되는 과정에서 기존의 패러다임을 전환시킬 수 있는 혁신적인 아이디어가 있어야 한다. 혁신적 아이디어가 군사혁신으로 이어지기 위해서는 변화에 유연하게 대처할 수 있는 조직의 적응력이 있어야 한다. 이처럼 군사혁신의 요소 간 상호작용을 통해 무기체계가 개발되고, 이를 운용하기 위한 개념과 조직의 변화가 이루어지는 것이다. 본 연구는 4차 산업혁명시대의 핵심은 기계와 인간의 ‘협력적 거버넌스’임을 강조하고, 군사혁신의 추진방향을 군사혁신의 요소를 통해 제안하고 있다. 이를 통해, 한국군이 4차 산업혁명과 군사혁신을 바라보는 관점을 전환하고 앞으로의 군사혁신을 바람직한 방향으로 추진해 나가기를 기대한다.
Abstract
The issue of Revolution in Military Affairs (RMA) that we are facing now is the "Fourth Industrial Revolution." If new technologies, such as AI, IoT, Clout, Big Data, and Mobile, are introduced into the military field, we expect that the aspect of future warfare will change drastically. Then RMA is pursued in a way how to adopt new technologies into the military system. This study presents two perspectives of RMA. The social shaping of technology is required for sustainable RMA considering politics, economy and society. The elements of RMA are suggested: military utilization of science and technology, innovative idea, and organizational adaptation. With analysis of war cases with these elements, this paper argue that these elements should be synchronized for the victory. For sustainable RMA, it should be focused on the possibility of military use of science and technology rather than just adapting it. In the process of integrating science and technology into a military system, innovative ideas, which transform the existing paradigm, can be created with organizational adaptation to cope with changes flexibly. Through the interaction between RMA elements, concepts and organizational changes are made to develop and operation military system. In this point of view, this study emphasizes that the core of the Fourth Industrial Revolution is 'cooperative governance' between machinery and human being, suggests the direction of RMA based on the elements of RMA. With this study, the military could shift the viewpoint of the Fourth Industrial Revolution and RMA and pursue future innovation in the desirable direction.
