본 논문은 초급간부 운영체제의 현상을 진단하고, 효율성 향상을 위해 중장기정책방향을 제시하였다. 국방인력환경을 미래 전쟁양상과 사회 인력환경, 국방개혁 추진 차원에서 전망한 가운데, 초급간부의 운영체제가 인력운영구조와 획득 및 복무관리체계면에서 비효율적임을 발견하게 되었다. 이에 따라 군 인력구조를 선진화하고 획득 규모를 최소화하며, 우수인력 획득체계를 개선하는 정책적 대안을 제시하였다.
Abstract
In this paper, we presented a direction of medium and long-term policies in orderto diagnose the status and improve the efficiency of the human resource managementsystem for elementary level leaders. In which we view the defense personnel environmentin the level of future warfare, societies manpower environment, and in theprocess of defense reformation, we found inefficiency features of the human resourcemanagement system for elementary level leaders in terms of personnel managementstructure and personnel acquisition and military service management system. This allowsus to present a policy alternate on advancing the military personnel structure,minimizing the personnel acquisition size, and improving a well-talented personnelacquisition system.
