본 연구는 최근 공직사회에서 발생하는 책임성 문제와 그에 대한 해결방안을 책임성의 집권화 관점에서 제시하였다. 보다 구체적으로, 본 연구에서는 공직 내 권한이 선출직 공무원에게 집중되어 책임성의 집권화가 이루어짐으로 인해 공직 책임성 문제가 발생하는 것으로 보았다. 이러한 현상이 발생하게 되는 주된 원인은 주인-대리인 관점에서 직업공무원들이 국민보다는 선출직 공무원들에게 더욱 복종하게 되고, 정보 불균형에 의해 직업공무원들이 선출직 공무원들의 의견에 맹목적으로 동조(conformity)하고 따르는 군집(herding) 행위를 나타내면서 의사결정시 집단사고(groupthinking)가 발생하기 때문이다. 공직 책임성의 집권화로 인한 한계를 극복하기 위해서 선출직 공무원들은 집중된 권한(예: 인사권 등)과 정보를 분권화 및 공개할 필요가 있으며, 직업공무원들은 전문가적 책임성과 직업윤리를 통해 철저한 공직관을 확립할 필요가 있다. 이러한 대안들은 향후 우리나라의 공직사회에서 책임성을 증진시키는 데 중요한 함의점을 줄 수 있을 것이다.
Abstract
This study suggests the problem of responsibility and solution in the public societies from the perspective of centralization of responsibility. As the authority of public office was concentrated on the elected officials, the responsibility of the ruling was centralized. The cause of this phenomenon was more obedient to the elected officials than the public in the principal-agent viewpoint. In the information asymmetry situation, This is because the groupthinking of the decision-making process occurred due to the herding behavior that blindly follows the conformity of the elected officials' opinions. In order to overcome the limit of centralization of public accountability, elected officials should reduce their authority of HR so that they can be distributed to the middle-level managers of government and the public and information should be disclosed, and career civil officials should emphasize professional accountability and professional ethics, need. These alternatives can give important implications for promoting accountability in Korea's public societies in the future.
