행정의 책임성 확보와 청지기이론의 적용가능성

초록

책임성을 확보하기 위한 이론적 접근은 다양지만, 양립적으로 논쟁되고 있는 이론은 대리인이론(agent theory)과 청지기이론(stewardship theory)이라 할 수 있다. 본 연구는 대리인 이론에서 가정하고 있는 외부통제 방안만으로 지방행정의 책임성을 확보하기 어렵다면 청지기 이론에서 주장한 내적 책임성 확보방안이 외부통제의 문제점을 해결할 수 있는가에 대한 논리적 탐색을 지방공무원에 대한 사례를 통해 분석하였다. 분석결과 청지기이론에서 주장하는 가설들은 내적 책임성을 확보하는데 대체적으로 정(+)의 상관성이 있는 것으로 분석되었다. 조직구성원이 자아실현적 인간형일수록, 공공서비스에 대한 가치 및 조직목표에 대한 몰입도가 높을수록, 조직구성원간의 상호존중과 조직친화적 신뢰를 중시하는 우호적 조직문화일수록 외부통제보다는 내적 통제를 통한 책임성 확보 방안도 효과적일 수 있음을 도출하였다. 조직 규정에 따라 누가 누구에게 책임을 질 것인가라는 객관적 책임성 못지않게 스스로 책임 있게 느끼고 행동하는 주관적 책임성을 확보하는 것도 중요하다.

Abstract

Although principal-agent theory is the most influential perspective associated with government service delivery system, stewardship theories offer an alternative to principal-agent theory for ensuring accountability. Stewardship theories would suggest that the presence of strong core public service values in organizations could create an internal sense of responsibility, once again resulting in accountable behaviors. This study was limited to community-based residential waterworks service especially emphasis on the case of daejeon metropolitan in Korea. Hypotheses devised from stewardship theory was potentially useful for identifying government officials who care the waterworks and for evoking the altruistic behaviors necessary for upholding internal accountability. But, It is doubtful that the principal-agent perspective will ever be replaced because external control methods derived from agent theory give the appearance of upholding accountability. For the responsibility for government agencies to ensure accountability, it is desired that internal control methods extracted from stewardship theory should be integrated with external control methods derived from agent theory.
