정부관료제 책무성의 다양성: 분석모형 개발과 활용방안

초록

본 연구는 정부관료제의 책무성을 조직수준에서 설명할 수 있는 분석모형을 개발하고 이를 활용할 방안을 제시한다. 이 모형은 세부적으로는 정치적, 계층적, 법적, 전문적 책무성 메커니즘별 정보제공, 토론/평가, 결과발생 단계에서 결함과 과중를 진단할 수 있으며 주인뿐만이 아니라 대리인 입장에서 책무성의 다양성 문제를 진단하는 통합적 분석틀을 제공한다. 책무성의 결핍과 과중이 주인과 대리인 양쪽 모두에 의해서 발생할 수 있으며, 책무성의 다양성 문제에 따른 낮은 성과, 복지부동, 신뢰 감소와 같은 부작용에 대처하기 위해서는 다양한 책무성 메커니즘들에 대한 균형적 접근이 필요하고, 정부관료제를 단지 통제의 대상이 아닌 역량제고를 위한 지원과 자율성을 보장해야 하는 실체임을 알 수 있다. 한편, 이를 위해 정부관료제 측면에서는 전문적이고 중립적인 역량을 함양해야 할 필요가 있다. 이 정부관료제 책무성의 분석모형을 토대로 측정도구 개발 및 추후 연구를 위한 활용방안을 제시한다.

Abstract

This study developed an analytical model that could explain the accountability of government bureaucracies at the organizational level and suggested ways to utilize it. This model could be used to diagnose accountability deficiencies and overloads in stages of information provision, discussion/evaluation, and consequence manifested by political, hierarchical, legal, and professional accountability mechanisms. It also provides an integrated analysis framework for diagnosing diversity issues of accountability from the point of view of both principal and agent. Deficiencies and overloads of accountability can be created by both principals and agents. To cope with side effects such as low performance, immobility/buck-passing, and loss of trust due to diversity of accountability, a balanced approach to various accountability mechanisms is required. The government bureaucracy is not just an object of control, but an entity that must ensure support and autonomy for capacity building while it is necessary for the bureaucracy to develop professional and neutral competences. Based on this analysis model of the accountability of governmental bureaucracy, application methods for future research including the development of measurement tools are presented.
