한국 지방공무원의 책임 이행에 관한 실증 연구: 경기도 K시 공무원의 인식 분석

그간 한국 지방공무원들은 업무수행에 있어 자신들의 개인적·윤리적 책임 이행은 소홀히 하고 법적･계층적 책임 이행에만 치중함으로써, 공익에 저해되는 여러 부정적 행태를 보인다는 비판을 받아 왔다. 이와 관련하여 이 연구에서는 수도권 특정 기초자치단체 공무원들을 대상으로 한 실증조사를 통해 지방공무원의 책임 이행 패턴과 개선 가능성을 진단하였다. 조사결과, 지방공무원들은 실제로 법적･계층적 책임 이행에 치중하고 있고, 이러한 불균형적 책임 이행의 원인이 공무원과 관련된 개인적 요인들보다는 인사관리, 보상, 관리자의 역할 등 조직적･제도적 요인의 결함에 있다는 인식을 지닌 것으로 나타났다. 이와 함께 윤리교육이 자신들의 균형 잡힌 책임 이행에 도움이 될 것이란 인식을 지닌 점도 파악되었다.

Abstract

The civil servants in Korean local governments have been criticized for putting too much weight on their legal and hierarchical responsibilities while neglecting their ethical and personal responsibilities. This imbalance in carrying out responsibilities could result in dysfunctional bureaucratic behaviors. In this context, this study conducted an empirical survey on civil servants in a local government to find out their current patterns of carrying out responsibilities and possibilities of improving such patterns. The results show that the civil servants indeed are upholding legal and hierarchical responsibility disproportionately and perceive their such behavior being caused by mainly organizational and institutional flaws. The results also show that ethical education and training may help civil servants have more balanced perception of responsibilities.
