공무원의 책임성 딜레마 인지와 대응: 지방자치단체 공무원을 중심으로

An Exploratory Analysis of the Perception and Responses of Civil Servants to the Accountability Dilemma: With a Focus on South Korean Local Government Officials

공무원이 져야할 다양한 책임이 특정 상황에서 서로 모순될 수 있는데 이러한 책임성 딜레마의 상황을 공무원들이 어떻게 인지･대응하고 있는가를 탐색하는 것이 이 연구의 목적이다. 먼저, 공무원 책임성 딜레마의 형태에 어떤 것들이 있으며 공무원이 취할 수 있는 선택 대안은 무엇인가에 관하여 개념적 논의를 진행하였다. Romzek & Dubnick(1987;1994)의 책임성 분류에 기초하여 여섯 가지 책임성 딜레마 상황(계층적 책임성 대 법적 책임성, 계층적 책임성 대 전문가적 책임성, 계층적 책임성 대 정치적 책임성, 법적 책임성 대 전문가적 책임성, 법적 책임성 대 정치적 책임성, 전문가적 책임성 대 정치적 책임성)을 도출하고 상황별 의미와 나타날 대응 모습을 이탈･항의･순종･태만의 포괄적 틀로써 추론하였다. 한편, 이러한 책임성 딜레마에 대한 공무원의 상황 인식과 선택 경향을 탐색하기 위하여 지방자치단체 공무원을 대상으로 설문조사를 추가하였다. 분석 결과, 전반적으로 책임성 충돌을 딜레마로 심각하게 인지하지 않고 있는 가운데, 책임성 충돌의 유형별로 다른 인식과 대응 의사를 보였다. 첫째, 책임성 간의 충돌로 인한 내적 갈등 수준은 높지 않았으나, 정치적 책임과 다른 책임이 충돌할 때 상대적으로 높았다. 둘째, 딜레마 상황에서 양자택일을 해야 할 때 법적 책임→전문가적 책임→계층적 책임→정치적 책임의 순서로 우선시하는 의사를 발견하였다. 셋째, 책임성 딜레마에 직면했을 때 대응 전략의 선호는 전체적으로 항의→순종→태만→이탈로 나타났으나 딜레마 유형별로 다소 차이가 있었다. 법적 책임과 계층적 책임, 정치적 책임과 전문가적 책임이 충돌할 때는 상대적으로 이탈을 선택하였고, 법적 책임과 정치적 책임, 법적 책임과 전문가적 책임이 충돌하면 항의를 선택하는 경향이 있었다. 탐색 수준의 결과이지만 책임성 딜레마에 대한 유형별 의미와 대응을 경험적으로 조사하였다는 의미가 있을 것이다.

Abstract

The studies about accountability in the public administration literature seem to suggest that civil servants’ accountability is not only various but also conflictive. Based on Romzek and Dubnick’s typology, this study identified six dilemma situations of the civil servants’ accountability: bureaucratic vs. legal, bureaucratic vs. professional, bureaucratic vs. political, legal vs. professional, legal vs. political, and professional vs. political. Furthermore , using survey results gathered from South Korea's local government officials, this study explored how civil servants perceived and responded to these dilemma situations of accountability in terms of EVLN (exit, voice, loyalty, and neglect). The major findings are as follow. First, in general, civil servants did not perceive the dilemma situations seriously although they had a relatively high perception of the dilemma situations between political accountability and other types of accountability. Second, they tended to evince the following types of accountability during conflictive situations, in this order: legal, professional, bureaucratic, and political. Third, according to their answers, facing the dilemma situations of accountability, they would respond to the situations with the strategies of voice, loyalty, neglect, and exit, in that specific order.
