우리나라 재정사업의 집행과 성과에 대한 분석: 자율평가 결과를 중심으로

본 연구에서는 재정사업 자율평가제도가 실행된 이후 재정운영의 효율성과 재정성과가 제고되었는지를 검토하기 위해 재정사업 자율평가 결과, 특히 집행 및 성과점수의 추이를 기술적 분석방법과 T-test를 활용하여 분석하였다. 재정사업 전체를 종합적으로 보면, 집행의 효율성은 자율평가제도의 도입된 2005년 이후 2009년까지 개선되었다고 보기에 어려움이 있었으나, 재정성과는 2005년부터 2009년까지의 추이와 2005년과 2008년, 2006년과 2009년간의 비교분석 결과 개선된 것으로 나타났다. 사업유형별 분석결과는 다음과 같다. 집행의 효율성 부문을 살펴보면 개선된 사업유형은 없는 것으로 나타났고, 특히 기타집행사업과 지자체보조사업은 오히려 악화된 것으로 분석되었다. 재정성과 부문을 살펴보면 기타직접사업, 출연출자사업, 민간보조사업, 지자체보조사업의 경우는 개선된 것으로 분석되었고, 나머지 사업도 악화되지는 않은 것으로 나타났다. 이러한 연구는 평가 대상이 연도별로 동일하지 않다는 점, 매년 평가가 동일한 잣대로 이루어지지 않을 수 있다는 점 등으로 인해 한계가 있다. 그럼에도 불구하고 재정사업자율평가제도가 과연 원래 의도한대로 사업의 효율성 집행과 재정성과의 제고에 도움이 되었는지를 살펴보았다는 점에서 그 의의를 찾을 수 있을 것이다.
Abstract
This study analyzes the trend of K-PART(Korean Performance Assessment Rating Tool) scores, focused on the implementation and performance perspectives, from FY 2005 to FY 2009 to check whether the efficiency of implementation and performance of financial programs improved. The results can be summarized as follows;First, the study shows that the efficiency of implementation of financial programs, as a whole, was worsened, while their performance of financial programs was improved since the K-PART had been introduced. Second, the efficiency of implementation of national undertaking programs and national subsidizing programs to the local governments was worsened. Third, the performance of national undertaking programs, national funding programs, and national subsidizing programs to the private sector and the local governments was improved.
