지방교육재정의 세입세출 구조에 대한 비교분석: 대구·경북교육청을 중심으로

대구광역시교육청과 경상북도교육청은 지역차원의 교육자치를 구현하기 위해 설치된 기관으로 지역교육의 자주성 및 전문성과 특수성을 구현하고자 한다. 교육청은 이러한 목적을 달성하기 위해 재원확보가 필수적인데, 현재 지방교육재정은 많은 어려움에 직면해 있다. 지방교육재정은 세입예산과 세출예산으로 구성되어 있으며 전자는 이전수입, 지체수입, 차입 및 기타로 구성되어 있고 후자는 유아 및 초중등교육, 평생직업교육, 교육일반을 위한 지출을 수행하고 있다. 구체적으로 대구광역시교육청이 경상북도교육청에 비해 이전수입의 비중이 조금 낮고 자체수입의 비중이 조금 높은 것으로 나타나고 있다. 그리고 세출구조하에서는 유아 및 초중등교육의 비중이 가장 높고 평생·직업교육의 비중이 가장 낮은 것으로 나타나고 있다. 세출에 있어 대구광역시교육청이 경상북도교육청에 비해 평생직업교육에 대한 비중이 지속적으로 높아 도시적 색채의 특성이 나타나고 있는 것으로 분석할 수 있다. 그러나 전체적으로 지방재정운영에 있어 각 지역의 특수성을 제대로 반영하지 못하고 획일적으로 운영되는 측면이 더 강하게 나타나고 있다.
Abstract
Securing the local educational finances are the basis to operate the education activities and realize the projection of education policy. If the local educational finances are deficient and not secured at the right time, the damage incurred by canceling the education plan itself and the changing of the education activity operation will appear to the students directly. As the adequate securing of the local educational finances make it possible to predict the dimension of revenues and expenses that are invested in the education, in the short term they can secure an adequate amount of finance regularly and prevent failing to operate education business. And in the long term, they can consistently project the education business by maintaining the durability of acquiring the funds. In this context, this study sought to grasp the structure and the ratio of education expense special accounts centered on Daegu·Gyeongbuk office of education, to analyze the properties and characteristics of the local educational finances, and present the political implications for the securing the local educational finances in the future.
