본 연구에서는 한국의 반덤핑 제도의 경제적 효과를 수입을 중심으로 판정유형별로 살펴보았고 반덤핑 제소 철회에 영향을 주는 요인을 추가적으로 분석하였다. 반덤핑 제도가 가지는 중요한 경제적 효과 중의 하나가 전략적 효과, 즉 반덤핑 제도가 외국기업의 행동을 변경시키는 효과이다. 이러한 측면에서 본다면 한국의 반덤핑 제소 판정유형별 무역전환효과와 반덤핑 제소 철회의 결정요인에 대한 분석 결과는 같은 맥락에서 정리될 수 있을 것이다. 본 연구의 잠정적인 결론은 한국의 경우 반덤핑 제소가 수입의 원천을 피제소국에서 제소되지 않은 국가로 변경시키는 무역전환효과는 발생시키고 있지만 반덤핑 제소를 외국기업과의 담합 촉진 수단과 같이 전략적 효과를 얻기 위한 방법으로 사용하는 증거는 찾을 수 없었다.
Abstract
This paper investigates the economic effects that best explain in the decisions of the KTC in administering the injury provisions of the antidumping laws in recent years. It attempts to ascertain how the motives of antidumping filings by KTC have interpreted in terms of the strategic concerns. We explained what factors will affect the withdrawal of antidumping filings and establishing a causal relationship between withdrawn anti-dumping and economic factors. Since the AD laws are now the main route by which firms seek protection, it is especially important to determine the criteria being followed by the KTC in cases brought under these laws. Others have empirically analysed the decision-making process of the KTC, but their analyses are not as strategic motives, either in terms of the types of withdrawn cases investigated nor in the extent of the time period covered. Using probit framework as a background to the study We conclude that We can not find any considerable support for the importance of strategic concerns in driving Korean antidumping case filings. These results are a little different US anti-dumping filing activity that could not be solely explained by an increase in unfair trading practices
