본 연구는 보호무역주의와 함께 지속, 심화되고 있는 주요국의 반덤핑조치 동향을 살펴보고, 최근 동향 상의 특징이 무역 효과 측면 또는 기업들의 생산지 이동 등 전략적 대응 측면과 어떤 연관성을 가지는지 분석한다. 기업들은 과거 낮은 관세율을 적용받기 위해 조사에 성실히 대응하던 수준에서 나아가 이제는 생산지 이전을 통해 ‘수출국’에 부과되는 조치 자체를 피하거나, ‘수출자’가 아닌 ‘국내 생산자’로서 오히려 반덤핑 제도를 적극적으로 활용하는 등 대응 양상이 발전하는 추세다. 본 연구는 국내외 기업의 수입규제 대응 방식에 어떤 차이가 있는지 비교 분석하고, 생산지 이동 전략 및 수출 다변화 전략 측면의 차이를 사례 연구를 통해 살펴보고자 한다. 이를 통해 ‘공격’보다는 ‘방어’에 집중해왔던 우리 기업의 수입규제 대응 방식과 방향이 향후 어떻게 개선되어야 할지에 대해 제언을 도출한다.
Abstract
The history of trade regulation in Korea can be summarized as the ‘history of defense’. However, it is doubted that defense- oriented strategy will remain effective despite long-lasted protectionism. The paper tried to dig down the cases in which foreign companies and Korean companies have successfully addressed the trade regulations and further utilized them strategically. Based on the cases, the paper sought to explore the successful export and production strategies for both individual companies and the industry as a whole. By analyzing the patterns of import regulations in Korea, which have focused on “defense” rather than “offense” in trade regulations, the research suggests the effective direction and strategy of import regulations that needs to be further developed and improved at the individual company level. Ultimately, it sought to provide meaningful insight into best multi-faceted strategy of export for Korean manufacturing firms.
