무역상대국의 WTO 및 지역통합체(RTA) 가입여부와 우리나라 무역과의 연관성 분석

초록

본 연구는 우리나라 무역상대국이 WTO에 가입했는지 여부와 25개의 각종 복수국간 경제통합체에 참여하고 있는지의 여부가 어떻게 우리나라의 수출입에 연관성이 있는지를 분석하는 것을 주 목적으로 하고 있다. 이를 위하여 본 연구는 2003년도 우리나라의 무역상대국 중 World Bank로부터 GDP 및 인구 자료를 얻을 수 있는 172국을 대상으로 중력모형이 포함해야 하는 거의 모든 주요 변수를 가지고 우리나라의 무역 규모의 결정요인을 종합적으로 분석하였다. 특히, 기존의 우리나라를 대상으로 한 중력모형 연구들이 생략하고 있는 “격지성(remoteness)”도 모형에 포함시킴으로써 분석의 신뢰성을 높이도록 하였다. 분석결과 우리나라는 WTO 회원국으로부터의 수입을 증대시키는 효과가 있지만 수출에는 별다른 영향이 없는 것으로 나타났다. 즉, 한국의 경우 WTO가 수출 증대에는 기여하지 않지만, 수입에는 증대 효과를 갖고 있는 것으로 보여주고 있다. 아울러 지역경제통합체 중에서 한국 수출의 전환효과를 가져온다고 볼 수 있는 것은 CEMAC, COMESA, SADC, UEMOA WAENU 등은 모두 아프리카에 소재한 경제통합체 들과 MERCOSUR, CIS 등이 있으며, 반면 EU, NAFTA, ASEAN 등 주요 경제통합체들은 한국의 수출에 미치는 효과가 중립적인 것으로 나타났다.

Abstract

This paper aims to evaluate whether exports and imports of Korea are affected by the trading partners' membership of the WTO and 25 different regional trading blocks. For this purpose, this paper employes the standard gravity model and estimates the determinants of Korea's exports to 172 different countries in 2003. The gravity model employed here includes most variables that are suggested by the theory. In particular, included is the remoteness index, which has been omitted in most other gravity type studies on Korea's trade. The results show that while Korea does not exports more to the members of the WTO than the nonmembers, it imports more from the members of the WTO. The results also show that Korea's exports are not diverted by major regional trading blocks such as EU, NAFTA and ASEAN.
