본 연구는 한국의 반덤핑이 무역에 미치는 영향을 실증분석하고, 그 결과를 중국에 대한 시장경제지위 부여에 적용함으로써 수입의 변화를 추정하였다. 시장경제지위 부여는 중국산 제품에 대한 반덤핑규제에서 덤핑마진 및 반덤핑관세율 산정에 직접적으로 영향을 미친다. 비시장경제일 경우 수출자의 국내가격이 아닌 제3국에서의 동종 상품의 국내가격을 기초로 정상가격이 산정되기 때문에 정상가격이 수출자의 국내가격에 비해 높게 산정되고 이에 따라 반덤핑관세율이 높게 부과되는 경향이 있다. 본 연구는 시장경제지위 인정의 파급효과를 2단계로 분석한다. 먼저 비시장경제, 이용 가능한 사실 등 정상가격 산정방법이 반덤핑관세율에 미치는 영향을 분석하였는데, 비시장경제는 반덤핑관세율을 18.7∼27.3% 높이는 것으로 나타났다. 또한 반덤핑관세율이 무역에 미치는 효과를 분석한 결과, 반덤핑관세율이 10% 부과되면 해당 품목의 수입은 약 1.5~3.4% 감소되는 것으로 나타났다. 이러한 연구결과를 중국에 대한 반덤핑관세율 및 수입에 가상적으로 적용할 경우 대중 총수입은 최대 0.18∼0.6% 증가할 것으로 추정되었다.
Abstract
The Korean government has officially recognized China as a full market economy. This paper investigates the impact of granting market economy status to China on antidumping (AD) duties and imports. With regard to non-market economies (like China), it is presumed that prices and costs are influenced by state interference and, therefore, authorities use prices and costs from a third party economy to construct normal values. This, however, leads to higher dumping margins. This paper examines the use of Non-Market Economy (NME) on dumping margins and statistical analysis finds that NME, in fact, raises margins by 18.7∼27.3%. Furthermore, The imposition of AD duties significantly restrains trade; for example, a 10% AD duty causes imports to fall by about 1.5~3.4%.
