경찰권 강화에 대한 시민 인식의 영향요인에 관한 연구 - 경찰신뢰의 매개효과 분석 -

위험사회로의 진입으로 안전에 대한 사회적 욕구가 강조되면서 생활 전반에 대한국가와 정부의 개입 필요성이 증대되었다. 이는 곧 현대국가의 행정국가화를 의미하는 것으로 민간부문에 대한 공공부문의 관여가 강조되는 사회적 분위기의 형성으로이어지고 있다. 이에 따라 민간 부문의 활동에 대한 공공부분의 개입과 통제가 자연스럽게 증가하고 있으며, 그 중에서도 질서 유지와 범죄 예방을 책임지는 경찰의 권한 역시 확대될 필요성이 증대되고 있다고 할 수 있다. 이와 같은 경찰권 강화의 필요성에 근거하여 이 연구에서는 경찰권 강화에 대한시민의 인식에 영향을 미치는 요인을 확인해보고, 그 과정에서 경찰신뢰가 갖는 매개효과를 분석하여 경찰권 강화에 관한 논의를 수행하였다. 분석결과 우선 경찰권 강화에 대한 시민의 인식에 직접적인 영향을 미치는 요인으로 경찰활동의 분배적 공정성인식과 절차적 공정성 인식이 확인되었다. 따라서 경찰활동이 절차에 따라 공정하게수행되며 경찰서비스가 동등하게 제공된다고 생각하는 시민일수록 경찰권의 강화에동의함을 확인할 수 있었다. 다음으로 매개변수인 경찰신뢰에 영향을 미치는 요인으로 경찰활동의 효과성 인식과 절차적 공정성 인식이 확인되었고, 매개변수인 경찰신뢰는 경찰권 강화에 유의미한 영향을 미치는 것으로 나타났다. 따라서 경찰활동의 효과성 인식은 경찰신뢰를 매개하여 경찰권 강화에 영향을 미치는 것으로 나타나 완전매개효과가 있는 것으로 나타났고, 절차적 공정성 인식은 직접효과와 간접효과가 모두 존재하는 것으로 나타나 경찰신뢰의 부분매개효과가 검증되었다. 이와 같은 연구결과를 통해 경찰활동의 효과성・분배적・공정성에 관한 긍정적인 인식과 경찰에 대한 신뢰가 증가한다면 경찰권의 강화에 동의할 가능성이 높아짐을 확인할 수 있었다.
Abstract
The need for state and government intervention in life as a whole was increased as social needs for safety were emphasized by entering a risk society. This means the administrative nationalization of modern countries, leading to the formation of a social atmosphere in which public sector involvement in the private sector is emphasized. As a result, the public sector's intervention and control of private sector activities are naturally increasing, and among them, the police's authority responsible for maintaining order and preventing crimes is also increasing. Based on the necessity of strengthening police power, this study conducted discussions on strengthening police power by checking the factors that affect citizens' perception of strengthening police power and analyzing the mediated effects of police confidence in the process. As a result of the analysis, it was first confirmed that the recognition of distributive and procedural justice as factors that directly affect citizens' perception of strengthening police authority. Therefore, it was possible to confirm that citizens who thought police activities were carried out fairly according to procedures and police services were provided equally agreed to strengthen police power. Next, the recognition of effectiveness and procedural justice of police activities were confirmed as factors affecting the police confidence, which are parameters, and the parameter, police confidence, was found to have a significant impact on strengthening police power. Therefore, the recognition of the effectiveness of police activities was found to have a full-scale effect on the strengthening of police power by mediating police trust, and the recognition of procedural justice was found to have both direct and indirect effects, so the partial effect of police confidence was verified. These findings confirmed that if positive perception of the effectiveness, distributive, and procedural justice of police activities and confidence in the police increases, chances are high that they will agree to strengthen police power.
