Abstract
Today, local small and medium-sized cities face structural crises due to population decline and the weakening of urban functions. In response, this study empirically analyzes how collaborative governance led by the private sector is formed and operates within the Local Branding Activation Support Project at the Living Area Level, a representative initiative promoted by the Ministry of the Interior and Safety to revitalize declining areas. Specifically, using the collaborative governance model proposed by Ansell & Gash (2008), the study focuses on the case of Gwanagoal in Chungju City, which was selected for the project in 2023. The analysis reveals that Gwanagoal represents a private-led and public-supported collaborative governance model, where private organizations take the lead while local government agencies provide assistance. This structure functioned effectively through long-term trust-based relationships, with capable private-sector actors playing a leading role, supported by facilitative administrative functions. Furthermore, by branding a shared identity as the “Creative Community Experimental District, Gwanagoal,” the actors strengthened the coherence and sustainability of their cooperation. As a result, the collaborative governance in Gwanagoal generated tangible project outcomes, accumulated over time, and expanded into subsequent initiatives, creating a virtuous cycle of cooperation. The findings suggest that the operation of collaborative governance requires flexible institutional design reflecting local characteristics and that establishing a private sector–driven cooperative framework is a critical foundation. Ultimately, the study theoretically supports that the sustainability of local revitalization projects depends on the continuous accumulation of trust and cooperative experience between public and private sectors.
