공공정책결정의 협력거버넌스: 천안-아산 지역행복생활권사례를 중심으로

초록

행정학 패러다임이 ‘정부’에서 ‘거버넌스’로 이동한 이래, 정부정책에서는 정부주도적 통치에서개방적 차원의 협력적 통치가 요구되고 있다. 이에 본 연구는 다양한 지역협력이론 중에서 협력거버넌스모형을 토대로 만든 연구모형을 통하여 지역행복생활권의 정책결정을 천안-아산을 대상으로사례분석하였다. 분석 결과, 두 지자체는 자기 행정구역에서 폐쇄적 통치를 해왔다. 그러나 양 시는지역발전위원회의 지역행복생활권사업을 추진하면서 시장의 리더십을 토대로 신뢰를 형성하면서공통문제를 정의하고 대화와 몰입을 통한 협력적 정책결정을 만들었다. 본 연구는 지방자치가 실시된 후 좁은 행정구역에서 다수의 지방정부들이 통치하는 상황에서협력이 성공적으로 이루어진 지역행복생활권정책사례를 통해 협력거버넌스모형을 분석하였다는데에서 의미를 찾을 수 있다. Ansell & Gash가 자신들의 협력거버넌스모형이 특정 상황에 의존하는가설적인 인과모형이라고 하였듯이, 본 연구결과는 Ansell & Gash 모형의 인과관계 구조나 변수의위치에서 일정한 수정이 요구된다고 본다.

Abstract

Since public administration’ paradigm has shifted from ‘government’ to ‘governance’, governmental policy has required the opened collaborative governance at the government-centered governance. This study analyzed the Chunan-Aashan case of local well-being area policy making with an analytic model made by collaborative governance theory among various local collaborative theories. Analytic results follow as. two local autonomy bodies has been a closed governing at the self-administration area. but as two cities have performing local well-being project of the Presidential Committee on Regional Development, they formed trust, defined common issues through mayer’s leadership and made collaborative policy making through dialogue and commitment. This study could find the meanings that collaborative governance model tested with the local well-being project performed successfully between two local government in the situation governing many local governments about a narrow local area after local autonomy. as if Ansell & Gash said their collaborative governance model is the hypothetical causal relations model depending an specific situation, this research result suggests that the casuality and position of variables in the Ansell & Gash model need to modification.
