Abstract
The concept of ‘residents’ autonomy’ seems to have been used as a major goal in many local initiatives in Korea. When the concept of residents’ autonomy is understood as a process that focuses on local residents’ efforts and capacity to resolve local and community problems, the question of how to enhance residents’ voluntary participation and problem solving capacity may come to the fore. Meanwhile, diverse community building activities, which emerged in the late 1990s as a local level movement to improve the living environment, began to be widely expanded and developed as major urban ‘project or initative’in the mid/late-2000s. These community building projects formed a public-private governance structure and tried to make a collaborative effort to deal with diverse community issues. In these problem-solving processes, they focus on enhancing residents’ solidarity, sense of community, thereby the quality of life. These community level efforts value the residents’voluntary participation and collective capacity to solve community problems, which may be closely connected to the idea of residents autonomy. Then, following questions arise: how can we facilitate collaborative mechanism among diverse participants of community governance?; how can we stimulate both tangible and intangible outcomes, and; ultimately, can these community building activities contribute to the realization of residents’ autonomy? By evaluating three collaborative community building initiatives in Korea, this paper examines the potential of collaborative community building to realize residents’ autonomy.
