아시아 국가들의 반부패 현황과 전망:세계화, 민주화, 반부패 간 상관관계에 대한 경험적 분석을 중심으로

국제사회는 최근 급속한 속도로 세계화를 진전시키고 있다. 문제는 아시아 지역 개도국들이 겪고 있는 심각한 부패 상황이다. 이들 국가에서 시급히 요구되는 것은 정치적 민주화와 경제발전이다. 정치적 민주화와 경제발전이 부패척결의 충분조건은 아니나 필요조건이기 때문이다. 정치적 민주화를 통한 시민사회의 성숙과 정치엘리트의 투명성 제고가 반부패의 요건이며 경제발전이 그 토양이 되는 것이다. 따라서 아시아 국가들의 실질적민주화와 이에 따른 부패척결을 위한 국제사회의 관심 및 이들 국가의 노력이 요구된다고 할 수 있다. 만성적인 부패 문제를 해결해야만 아시아 국가들의 민주주의는 공고화될 수 있다고 말할 수 있으며, 경제발전에 따른중산층의 형성과 시민사회의 성숙이 이들의 부패척결을 가능하게 하는 것이다.
Abstract
This study examines the correlations among globalization, democratization, and anti-corruption in Asia. It supports the argument that democratization brings about anti-corruption under the flows of globalization. Asian developing countries are facing serious corruption problems which prevent politico-economic development and social consensus in the long run. Their success and failure of fighting against corruption will hinge on economic development and political democratization. Specially, transparent society based on politico-economic development will eliminate corruption problems in the future of Asia.
