“국제사회에서의 반부패 현상에 관한 경험적 연구: 세계화, 민주화, 반부패 간 상관관계 분석을 중심으로”라는 주제 하에서 본 연구는 공간적 범주로서 전세계 국가들을, 시간적 범주로서 최근 상황(2008년 자료)을 연구대상으로 삼고 있으며, 상호의존론의 연구시각에서 스위스 쮜리히 연방공대의 기업 연구소(KOF)의 세계화지수(GI)와 프리덤하우스(FH)의 민주화지수(FR) 및 국제투명성기구(TI)의 부패인지지수(CPI)를 토대로 연구의제에 접근하고 있다. 이 연구는 독립변인을 세계화로, 종속변인을 민주화로 하여 1차 검증을 하고, 독립변인을 세계화 혹은 민주화로, 종속변인을 반부패로 하여 2차 검증을 한다. 요컨대 상호의존 시각에서 세계화는 민주주의의 확산을 가져오고 이러한 민주화는 투명한 사회를 낳는다는 신자유주의적 맥락의 가설을 전세계 국가들을 연구대상으로 경험적으로 검증하는 것이 본 연구의 목적인 것이다. 연구결과 세계화, 민주화, 반부패간 강한 상관관계가 있음을 파악할 수 있다. 국제사회는 최근 급속도로 세계화를 진전시키고 있다. 문제는 개도국이 겪고 있는 심각한 부패 상황이다. 오늘날 이들 국가에서 시급히 요구되는 것은 정치적 민주화와 경제발전이다. 따라서 개도국의 세계화와 실질적 민주화, 이에 따른 부패척결을 위한 국제사회의 관심 및 이들 국가의 노력이 요구된다고 할 수 있다.
Abstract
This study tests the correlations among globalization, democratization, and anti-corruption in international society. It shows the validity of argument that democratization brings about anti-corruption under the flows of globalization. Today, developing countries are facing serious corruption problems which prevent politico-economic development and social consensus in the long run. Their success and failure of fighting against corruption will hinge on economic development and political democratization. Specially, transparent society based on politico-economic development will eliminate corruption problems in the future of international society. The global efforts of anti-corruption round and ethics round accelerate transparency in the world.
