정치발전, 경제발전, 그리고 반부패：동아시아 사례를 중심으로

본 연구는 공간적 범주로서 동아시아 국가들–7개 동북아 국가들(홍콩, 일본, 마카오, 대만, 한국, 중국, 몽골) 및 10개 동남아 국가들(싱가포르, 말레이시아, 태국, 동티모르, 베트남, 필리핀, 인도네시아, 캄보디아, 라오 스, 미얀마)–을, 시간적 범주로서 최근 상황(2006~2008년 자료)을 연구 대상으로 삼고 있으며, 비교정치경제(comparative political economy) 적 연구시각에서 국제투명성기구(TI)의 부패인지지수(CPI), 프리덤하우스 (FH；Freedom House)의 민주화지수(FR；Freedom Ratings), 세계은 행(WB；World Bank)의 국민총소득(GNI；Gross National Income) 자 료를 토대로 연구의제에 접근하고자 한다. 이 연구는 독립변인을 정치발전 (민주화)으로, 종속변인을 경제발전(1인당 국민총소득 증가)으로 하여 1차 검증을 하고, 독립변인을 정치발전으로, 종속변인을 반부패로 하여 2차 검 증을 하며, 나아가 경제발전을 독립변인으로 하고 종속변인을 반부패로 하여 최종적인 검증을 하고자 한다. 요컨대 정치발전과 경제발전은 서로 상승 작용을 하며 궁극적으로 부패를 척결하는데 기여한다는 비교정치경제적 맥 락의 가설을 동아시아 국가들을 연구대상으로 검증하며 주장하는 것이다.
Abstract
This study examines the correlations among political democratization, economic development, and anti-corruption in East Asia. It supports the argument that politico-economic development brings about anti-corruption. East Asian developing countries are facing serious corruption problems which prevent politico-economic development and social consensus in the long run. Their success and failure of fighting against corruption will hinge on political democratization and economic development. Finally, social transparency based on civic ethics and politico-economic development will eliminate the corruption problems of East Asia in the future.
