본 연구는 ‘소란스러운 정치(disruptive politics)’라는 개념을 통해 숙의민주주의와 경합적 민주주의 간의 보완적 결합가능성을 제시하고자 한다. 정치학자 클라리사 헤이워드(Clarissa Hayward)가 제시한 개념인 ‘소란스러운 정치’는 사회구조적 부정의에 대한 무지를 깨뜨리기 위해 수행하는 행위들, 즉 보이콧, 항의, 시위, 연좌농성 등의 방식으로 구성된다. 본문에서 나는 이러한 소란스러운 정치적 행위들이 숙의민주주의의 한계를 어떻게 극복하는지 설명하며, 나아가 이들에 경합적 민주주의의 요소들이 반영되어 있다는 점 역시 살펴볼 것이다. 동시에 소란스러운 정치에 내재된 (롤스가 시민불복종의 한계지점으로 설명한 바 있는) 근본적인 전제들도 동시에 언급하고자 한다.
Abstract
This article reconsiders the relationship between deliberative and agonistic democracy, traditionally viewed as contradictory theories. Drawing on political scientist Clarissa Hayward’s concept of ‘disruptive politics’, which challenges unjust social-structural processes, I argue for a supplementary relationship between the two theories. Through an analysis of disruptive politics, consist of diverse social actions, such as boycott, protest, demonstration, occupation, I demonstrate an overlapping area where these democratic theories intersect. Additionally, the paper examines the limits and conditions of these disruptive actions by comparing them with John Rawls’ definition of civil disobedience.
