숙의 민주주의의 현실적 의의와 한계에 관한 연구 : 2002년 촛불시위 사례를 중심으로

숙의민주주의는 숙의적 과정을 통한 결정을 강조하여 정치체제의 정당성 문제를 해결하는 한편 자유주의와 민주주의의 오랜 갈등에 대한 대안이 될 수 있을 것으로 여겨져왔다. 그러나 숙의과정이 현실적으로 가능한지에 대한 여러 의문들도 동시에 제기되었다. 본 논문에서는 숙의 민주주의의 한 사례라고 볼 수 있는 2002년의 촛불시위 사례를 통해 숙의민주주의의 의의와 한계를 고찰해보았다. 연구결과 촛불시위의 사례에서는 다른 시위나 정치적 집회에 비해 상당한 숙의가 이루어졌음에도 불구하고 숙의가 차이를 강화하는 방식으로 진행되기 쉽고 숙의 과정에서 의견집단들 내의 현실적인 영향력의 차이로 인해 정치적 정당화를 부여할만한 수준의 평등한 논의는 쉽지 않다는 것이 확인되었다. 숙의과정이 개개인의 의식에 미치는 미시적 영향을 넘어 거시적 차원에서 사회적 의사결정과정으로 자리잡기 위해서는 이러한 문제점들이 해소될 필요가 있을 것이다.
Abstract
Deliberative democracy has been regarded as an alternative to liberalism and democracy by emphasizing the decision by deliberative procedure. However, there have been some questions about practical possibility of deliberative democracy. This paper aims to identify the practical meanings and limits of deliberative democracy by analysing the case of '2002 Candle Protest'. On '2002 Candle Protest', the deliberative procedures were eminent compared with other political protest movements or demonstrations. Still, these procedures tend to strengthen the differences of opinions. The gap of influence among opinion groups makes it hard to discuss on equal position. If deliberative democracy could be a solution in micro and macro level of social decision making process, these problems should be considered in advance.
