한국 방위산업은 1970년대 초반 정부의 중화학공업 육성 정책과 연계하여 소총, 박격포, 유탄발사기, 대전차로켓, 무반동총, 견인곡사포, 탄약류 등과 같은기본병기 국산화를 목표로 시작하였다. 40년이 지난 지금은 고등훈련기, 잠수함,정밀 유도무기 등과 같은 첨단 무기체계를 개발하여 전력화를 추진하는 한편,독자 개발한 기본훈련기, 자주포, 전차, 장갑차, 소형 함정 등의 첨단 무기체계뿐만 아니라 관련 방산기술을 수출하는 등 눈부신 발전을 거듭하고 있다. 본고는 우리 방위산업의 변천과 발전과정을 살펴보기 위한 것이다. 우리 군의 군사력 건설 및 경제개발 계획과 연계한 방위산업의 변천과정을 연대별로 정리하여 우리 방위산업의 현 위상을 조망한다. 다음으로 우리 방위산업의 변천과정을 기반으로 한 분야별 방산장비 국산화 추진성과와 발전과정을 통해 중점 추진해야 할 방향을 정리한다. 마지막으로 그동안 추진한 방위산업 관련 제도와 정책에 대한 변화과정을 통해 국내 방위산업이 지향해야 할 방향을 모색한다.
Abstract
The Korean Defense Industry began with the aim to localize basic weapons such as rifles, mortars, grenade launchers, anti-tank rockets, howitzers, ammunition, etc. linked with Heavy & Chemical Industry Promotion Policy in the early 1970s. Now, more than 40 years since then, we have made a great achievement producing high-tech weapons such as sophisticated pilot trainer, submarine, precise-guided munitions as well as exporting pilot trainer, self-propelled artillery, tank, armored vehicle, surface combatant vessel and technology concerned. This paper reviews the development and transition in the Korean Defense Industry examining the change process and perspective of the Korean Defense Industry in chronological order linked with economy development plan and program of building up military forces. We address key directions for forward development of the Korean Defense Industry through reviewing the development process and the outcome of localization of defense systems & equipments based on an analysis of change process of the Korean Defense Industry. We pursue a way ahead to proceed for the Korean Defense Industry through reviewing the change process of the system and policy for the Korean Defense Industry.
