이 글은 2010년의 역사적 시의성을 고려하여 6･25전쟁의 폐허를 딛고 지난60년간 우리가 강력한 대북억지력을 유지하며 성장과 발전을 이룩하는 데 큰축이 되어준 한미동맹의 의미를 오늘의 상황 속에서 짚어보고자 작성된 것이다. 6･25전쟁 관련 우리가 새겨야 할 교훈과 한미동맹에 대한 평가, 그리고 현 단계에서 양국이 긴밀히 협력해야 할 정책현안들을 점검하였다. 아울러 양국 정상이 합의한 21세기 포괄적 동맹을 구현하기 위해 앞으로 양국이 노력해야 할 과제는무엇인지에 대해서도 살펴보았다. 한미동맹 60년의 공과에 대해서는 냉철하고도 비판적인 재해석이 시도된 바있었지만 그간 우리 국가발전을 위해 긍정적인 자산이 되어주었다는 평가가 우세하다. 현재 추진 중인 전작권 전환 작업은 일단 합의된 일정에 맞춰 최선을 다해이행하고, 점검과정을 통해 도출된 문제점과 한계에 대해서는 동맹정신에 입각한 별도 조정절차를 통해 보완하는 것이 바람직하다. 미국이 아태지역에서의 전략적 이익을 공고히 하고 강력한 국제적 지도력을 회복함에 있어서도 한미동맹은 탄탄한 기초가 될 것이다. 이를 위해서는 북한문제와 더불어 동아시아 및 범세계 질서에 대한 전략적 공감대를 가지는 것이 중요하다. 우리의 현재 국력과 지정학적 여건은 미국과의 동맹관계를 통해 생존의 활로를 찾을 수밖에 없는 조건이다. 한국 정부의 국제사회를 위한 기여 의지와 실용적인 대북정책이 성과로 이어지기 위해서는 한미 간 전략동맹이 지속적으로 중요한 역할을 맡아주어야 한다.
Abstract
As the 60th anniversary of the Korean War is approaching in mid 2010, this paper purports to analyse what implications and lessons should we have with regard to that historic event and the ROK-US Alliance. The ROK-US Alliance has been and continues to be an important axis for the strong deterrence against North Korean aggression and economic development for Korea. This paper also tries to analyse and assess the overall meanings of the ROK-US Alliance at this critical juncture of time. Four important pending issues between Korea and the U.S are also included in the analysis. Although there were, especially during past two governments, several attempts to diagnose negative effects of the alliance, the generally accepted evaluation is favorable one for the ROK-US Alliance. Korea's current capacity and geopolitical condition require an ever strong and robust ROK-US Alliance for her survival and further development.
