우리나라의 방위산업은 내수시장 규모의 태생적 한계와 경쟁체제로의 전환이라는 환경 속에서, 최근에는 방위산업의 경제기여효과가 지나치게 강조되는 경향이 나타나고 있다. 본고에서는 국방 고유 목적에 초점을 맞추어 방위산업의 존재 이유와 위상, 선진화의 의미를 정리하고, 방위산업 본연의 발전방안을 모색하기 위해 몇 가지 중요한 정책이슈에 대한 새로운 관점을 제시하였다. 방위산업 정책을 산업정책의 하나로 보고, 그 틀을 이용하여 수요정책, 경쟁정책, 지원정책 측면에서 논지를 전개하였다.
Abstract
Korean defense industries are facing new challenges in developing their future business. The national defense policy agenda aims to make the defense industry into ‘a new economic growth engine’ to contribute to the national economic growth. In this paper, changing environment and current issues of Korean defense industries are reviewed and policy initiatives are proposed regarding future development of defense industrial capability. The contents of the discussion are addressed in strategic perspective across the demand, competition and support scheme.
