장기간 중국의 안보이해는 국가안보의 개념 위에 기초하고 있었다. 그러나 탈냉전시기에 접어들면서 중국의 정부와 지식인들은 비전통안보 개념을 받아들이기 시작하였다. 특히 중국학계와 언론매체가 비전통안보 개념을 일상적으로 사용하게 된 계기는 2002-2003년 사스의 발생이라 할 수 있다. 현재 중국에서 대두되고 있는 비전통안보의 내용은 생태환경안보, 건강안보, 자연재해, 테러리즘(3대 세력) 등을 들 수 있다. 그러나 중국의 비전통안보 정책은 기본적으로 주권존중과 내정불간섭원칙 등을 견지할 것을 요구함으로써, 비전통안보의 수행은 상당한 한계가 존재한다.
Abstract
In China, for a long time national security emphasized military security and territorial security. After SARS crisis and the Indian Ocean tsunami, protection from natural disasters and epidemics became a top priority of Non-Traditional Security(NTS). But it selectively accepts the American approach to domestic security. The research and practice of human security in China has its own distinct Chinese characteristics.
