Abstract
This study analyzes the development process of Zhengdong New District in Zhengzhou, Henan Province, from the perspective of the Garden City concept. The project began in 2001 when Japanese architect Kisho Kurokawa’s “Ring City” proposal was selected through an international design competition, introducing a large artificial lake, circular transportation networks, functional clusters, and ecological green axes. To reinterpret the Garden City concept in a contemporary context, four analytical criteria—ecological integration, symbiotic spatial structure, spatial circulation, and smart governance—were applied to examine the district’s planning and transformation. The findings indicate that Zhengdong’s realization was achieved through the integration of foreign design concepts, circular spatial organization, civic consensus, and strong local governmental implementation. The adoption of smart governance enhanced operational efficiency by linking ecological and information systems. However, water resource constraints, green space conversion, and car-oriented mobility exposed limitations in ecological resilience and social acceptance. These results demonstrate that Zhengdong New District served as an experimental platform for implementing the Garden City strategy and suggest that future Garden City models can be expanded through the integration of ecological infrastructure, citizen participation, symbiotic philosophy, and smart governance.
