본 연구는 정원도시 개념에 대한 이론적 이해를 바탕으로 실제 도시공간에 적용 가능한 계획요소를 도출하고 이를 시범적으로 적용함으로써 정원도시의 구현 가능성을 탐색하고자 하였다. 대상지는 울산광역시 중구 문화의 거리 일대로, 정원 기반 도시재생 경험이 축적되어 있고 문화․예술자원이 밀집해 있어 정원도시로의 전환 가능성이 높은 지역으로 판단되었다. 정원도시의 유형은 ‘활력형 정원도시’로 설정하였으며, 네 가지 기반영역(잠재력 및 타당성, 공간자원, 인문자산, 운용기반)을 중심으로 기본 지표와 특성화 지표에 적합한 정원도시 계획요소를 도출하였다. 시범적용 결과, 정원인프라 측면에서는 자투리 공간 활용과 네트워크화 전략의 필요성이 확인되었으며, 문화․관광 인프라 측면에서는 정원 콘텐츠와 상권 연계 가능성이 도출되었다. 또한 활동․행사와 운영기반 측면에서는 도심형 정원축제 및 시민참여 기반 정원문화 확산 전략의 효과성과 한계가 함께 확인되었다. 본 연구는 정원도시 개념이 실제 도시공간에 유연하게 적용가능함을 보여주었으며, 도시재생의 새로운 패러다임으로서 향후 다양한 지역에서의 정책화 기초자료로 활용될 수 있다.
Abstract
This study aims to explore the practical applicability of the garden city concept by identifying key planning elements and applying them on a pilot basis to an actual urban site. The selected target area is the “Culture Street” in Jung-gu, Ulsan Metropolitan City, a region with accumulated experience in garden-based urban regeneration and a high concentration of cultural and artistic resources. The garden city type for this study was defined as a “Vitality-Oriented Garden City,” and four foundational domains—potential and feasibility, spatial resources, cultural assets, and operational capacity—were established to derive both basic and specialized planning elements. The pilot application revealed the need for utilizing residual spaces and implementing network-based strategies in terms of green infrastructure. In the cultural and tourism domains, the potential for integrating garden content with local commercial areas was identified. Furthermore, in the domains of activities and governance, urban garden festivals and citizen participation strategies were found to be effective but also showed limitations. The findings demonstrate that the garden city concept can be flexibly applied to real urban contexts and suggest its potential as a new paradigm for sustainable urban regeneration. This study may serve as a foundational reference for policy development and further application in other regions.
