본 논문은 분권화 시대에 혁신의 성공을 위한 조건을 탐색하는 것을 목적으로 한다. 이를 위하여 첫째, 우리나라에서 진행되고 있는 분권화와 행정혁신의 개념과 과정을 살펴보기로 한다. 둘째, 외국의 행정개혁의 역사를 살펴보면서 어느 시대에 어떤 혁신전략이 왜 채택되었으며 어느 정도의 성과가 있었는지를 경제․사회․문화적 배경과 이해당사자들의 수용태세를 중심으로 설명해 보기로 한다. 셋째, 우리나라의 행정혁신 사례를 살펴보면서 기초자치단체가 앞으로 어떻게 혁신을 추구하여야 하는지 전제조건과 방안을 제시하기로 한다. 정부혁신은 각 나라와 지역의 역사적 산물이며 제도와 문화의 축적을 배경으로 혁신을 이루고자 하는 참여자들의 노력의 결과이다. 중앙과 지방의 권력분배, 지방사회 내의 권력분산, 관료들의 전문성 확보, 시민의식의 성숙과 참여의 활성화, 시장경제의 확립 및 기업의 역량강화, 지역학습능력의 성숙, 혁신리더 및 추진체계 등 제반여건이 갖추어졌을 때 혁신이 일어나고 시대적 요구에 따라 혁신변화가 발생하는 것이다. 정부혁신은 단순히 관료들에 의한 행정운영절차의 효율성이나 생산성 증진만을 의미하는 것이 아니라 사회의 변화까지도 포함해야 할 것이다.
Abstract
The purpose of this paper is to find factors to influence innovation in the age of decentralization. In order to accomplish the purpose, the followings will be studied. First, the concepts of decentralization and administrative innovation propelled under the governing regime will be introduced. Second, the history of foreign case of innovation will be introduced in the perspective of economic, social, cultural and interpersonal background. And third, the way how to pursue the innovation of local administration will be suggested. The important factors, that induce innovation, are the power distribution between central and local government, power structure in the local society, bureaucrat’s expertise, maturity of civic culture and actualization of participation, institutionalization of market economy, regional learning capacity, strengthened power of enterprises, and innovative leadership. Government innovation includes not only the enhancement of administrative efficiency and productivity, but also the change of society as a whole.
