지방정부의 공공서비스 혁신방안 도입요인에 관한 연구: 지역사회서비스 혁신사업의 사례

초록

본 연구의 목적은 지방정부 공공서비스 혁신방안의 도입에 있어서 영향요인을 밝히고자 하는 것이다. 1990년대 초 지방자치 실시에 따른 분권화 정책의 도입 이래로 우리나라의 지방정부는 지역사회의 발전을 도모하기 위해 지속적으로 혁신을 추구하고 있다. 이에 따라 지방정부 혁신과 관련한 연구도 활발하게 진행되고 있다. 그러나 기존의 많은 연구들은 지방정부의 혁신 방안, 과정, 관리체계에 대한 것이 주를 이루었기 때문에 혁신적 방안의 도입 자체에 대한 깊이 있는 고찰은 상대적으로 부족한 편이었다. 따라서 본 연구는 지역사회서비스 혁신사업(CSI: Community Social Service Innovation)을 중심으로 지방정부가 공공서비스의 혁신방안 도입을 결정하는 요인에 대한 실증적 분석을 수행하였다. 이를 위해 본 연구는 2007년 지역사회서비스 혁신사업을 도입한 지방정부와 도입하지 않은 지방정부 중 총 78개의 지방정부를 대상으로 로짓분석을 실시하였다. 로짓분석 결과, 조직 내부적 환경 특성요인인 지방정부의 변화수용적 태도가 지방정부 공공서비스 혁신방안 도입에 있어서 중요한 변수임이 나타났다. 이러한 분석결과는 지방정부의 혁신에 대한 의지가 공공서비스 혁신방안 도입에 있어서 가장 핵심적인 요인임을 시사한다.

Abstract

The purpose of the study is to find the determinants of a local government's innovation adoption in public services. In local autonomy era the local government innovation is very important factor to regional development. Therefore, there have been active discussions about local government innovation related to method, process, tools, and management system in Korea. But the studies of the innovation adoption itself by the local government have not been enough. This study is conducted to empirically examine the determinants of a local government's innovation adoption in public services with a case of the CSI(Community Social Service Innovation). To this end, it used the data of 78 local governments and carried out the logit analysis to examine the determinants of a local government's innovation adoption in public services. In conclusion, only the receptive attitude toward change of local government were statistically significant predictor to a local government's innovation adoption in public services. This result suggests that a local government's will for innovation adoption is the important determinant of a local government's innovation adoption in public services in Korea.
