지역혁신은 두가지 과제로 구성된다고 할 수 있다. 지역사회의 ‘기술-산업-경제 혁신’이 하나요, ‘지역사회의 민주-자치혁신’이 다른 하나다.攀 지금 우리 사회에서는 ‘지역혁신’의 개념이 갑자기 널리 사용되고 있는데, 안타깝게도 사용하는 사람과 집단에 따라서 각기 다른 의미를 담아 쓰고 있음을 보게 된다. 어떤 이는 전자의 측면을 강조해서 사용하는가 하면, 다른 이는 후자의 측면을 강조해서 사용하기도 한다. 개념상의 혼선을 넘어 그것은 정책 혼선, 조직 내 노선 혼선을 낳는 요인으로도 작용하고 있다.攀攀 여기서 후자 즉 지역사회의 민주-자치혁신은 다시 두 축으로 나누어 볼 수 있다. 하나는 지역사회의 의사결정구조를 민주적으로 재편하는 것이며, 다른 하나는 지역 주민을 민주적으로 조직하고 그들의 자치 역량을 높이는 것이다. 전자의 핵심은 그동안 관료가 독점해 오던 결정 권한과 집행권을 기업과 시민사회에 개방하고 그들과 나눠 갖는 것이다. 그것은 현실적으로는 지방 행정의 혁신, 민주적 거버넌스의 구축으로 나타난다. 후자의 핵심은 주민들이 지역사회의 의사결정구조에 참여하고 지역사회의 문제해결에 공동 책임을 질 수 있도록 주민들의 민주적 조직을 활성화하고 그들의 자치 역량을 강화해 가는 것이다. 지역혁신에 연계된 과제들을 정리하면 다음과 같다.
Abstract
The thesis of local decentralization and regional innovation became the general keywords in Korea. The establishment of participatory government and its active drive for decentralization made the thesis of local decentralization which was only an abstract idea for long time concrete institution. Logically local decentralization needs regional innovation. So, it's good fortune that various policies for regional innovation are pushed by central government. But the regional innovation policies that participatory government is driving seem to be problematic.The task of regional innovation consists of two tasks. One is the task of 'technical-industrial and economic innovation' and the other is the task of 'innovation for democracy and autonomy'. The participatory government put emphasis on the former side of regional innovation. But I think that the government should emphasize the latter side of regional innovation as well as the former side of regional innovation. And the democratic-autonomous innovation consists of two another tasks. One is to construct democratic governance, which means administrative reform in local government, and the other is to realize the grassroots autonomy. It is necessary for central and local government to change their attitudes for civil society. And NGOs and civil society should strengthen their professional ability. And it's also necessary for civilians to try to innovate their consciousness and minds and to accumulate social capital such as reliability, cooperation and participatory culture.지방분권-지역혁신의 현황과 과제*
