본 연구는 기존의 감사,감찰을 통한 적발,처벌 중심의 사후통제방식에서 시민의 참여와 내,외부 통제를 추진하는 체계적,종합적인 경찰부패 접근방식을 통해 국민에게 신뢰받을 수 있고 적실성 높은 부패통제방안을 제시하고 있다. 특히, 새로운 거버넌스(new governance) 시대를 맞이하여 시민참여를 중심으로 한 경찰 부패방지 제도의 도입 및 수립을 위한 제 방안과 함께 정책적 보완 방향을 모색하는 등 다각적이고 입체적인 경찰부패방지 대책을 제시하고 있다. 구체적으로 경찰부패의 실태와 문제점, 주요 선진국의 경찰부패 방지를 위한 제도연구 등을 토대로 우리나라 경찰부패 방지를 위한 내외부 통제방안, 법제도적 개선방안, 조직문화 및 처우의 개선방안, 그리고 시민참여를 통한 부패방지 방안으로 구분하여 대안을 제시하였다.
Abstract
Anti-corruption is not only keyword of change and reform, but also code of this era. This article is to explore proactive measures against police corruption. This study focuses on the tactics and strategy of police to fight against corruption. Especially, in new governance era, a collaborative effort between the police and the citizen is important. The police is no longer the sole guardians of anti-corruption. Therefore, citizen and private sector become active allies in the effort to enhance the integrity and transparency of the police. Partnership recognizes the value of bringing the people back into the policing process. In order to reduce police corruption, this study provides the alternatives which are classified as internal and external control mechanism for preventing police corruption, law enforcement and institutional tactics against police abuse or misconducts, organizational culture improvement strategy, and citizen participation for overseeing and proactively taking action against police corruption.
