본 연구는 최근 독일의 가족정책을 실증적 자료를 바탕으로 조명해보고, 독일 가족정책변화의 특성을 규명하고자 하였다. 탈가족화와 가족화 정책 경향의 강도에 따라 가족정책의차원은 선택적 가족중심주의, 탈가족중심주의, 명백한 가족중심주의, 암묵적 가족중심주의로 구분할 수 있다. 이러한 가족중심주의 구분에서 정책이 가족 내 젠더 관계에 미치는 영향또한 중요한 요소이다. 이를 바탕으로 한 가족정책 경향의 차원을 분석틀로 하여 현금급여,시간정책, 보육 인프라에 대한 분석을 통해 독일의 가족정책 변화의 특성을 논하였다. 독일연방 정부는 부모시간제도를 도입하고 부모수당의 소득대체율을 높임으로써 아버지의 부모시간 참여율을 높였다. 동시에 탈가족화 정책 수단으로 보육시설 확대, 특히 3세 미만 아동보육 시설 확대를 추진하고 있으며, 그 결과 3세 미만 아동의 시설보육률이 급격히증가하고 있다. 아직까지 노동시장의 변화로는 연결되지 못한 한계를 보이고 있으나, 독일의가족정책의 변화는 ‘명백한 가족중심주의’에서 ‘선택적 가족중심주의’로의 변화 가능성을 보여준다고 할 수 있다
Abstract
Based on empirical evidence, this study is tried to analyzed characteristics of the change in Germany family policy. We can distinguish family policy matrix in the following the degree of familialization and de-familialization: explicit familialism, optional familialism,implicit familialism, de-familialism. In addition, the policy impact on gender relations within the family is an important factor in classification criteria of familialism. These matrix of family policy is analytical framework. This study discussed change of Germany family policy through analysis on cash benefit, time-policies, and social infrastructure for child care. Parental time(Elternzeit) policy and Parental allowance was introduced, and income replacement ratio was increased. As a result, there has been a sharp rise in participation rate of fathers in parental allowance. In addition, the Federal Republic of Germany are promoting expansion of care facilities for children under 3 years. So consequently, care facilities utilisation of children under 3 years was increased. Thus, changes in Germany family policy indicates the de-gendered familialism and the possibilities of changes from implicit familialism to optional familialism.
