독일은 국적법 및 이민법의 제⋅개정을 통하여 국적 및 난민, 이민, 망명 관련 법규를 체계화하였으며, 전문적이고 숙련된 외국인 노동자뿐만 아니라 독일사회로의 통합이 수월한 외국인을 적극적으로 유치하는 전략을 추진하고 있다. 독일사회의 여성이주에 대한 기존의 소극적인 인식의 변화는 저출산⋅고령화에 따른 인구통계학적 문제를 해결하는 과정에서 여성특화적인 노동에 대한 수요의 증대라는 측면에서 이해될 수 있다. 또한 외국인의 정주가 허용됨에 따라 이주자들에 대한 사회통합정책의 필요성이 증대되었고, 이 과정에서 이주에서 매우 중요한 역할을 수행하는 여성이주에 대한 관심과 지원정책이 적극적으로 추진되고 있다. 본 논문은 독일의 여성이주자 사회통합정책 및 독일 여성이주의 주요경향을 살펴보고, 독일 여성이주자의 사회통합의 현황 및 시사점에 대해 분석해봄으로써 독일 내 이주자 정책을 젠더적 관점에서 살펴보고자 한다.
Abstract
Germany has systematized issues on citizenship, refugee, immigration, and exiles by enacting and revising its immigration and nationality act and promoting a strategy for actively attracting professional and skilled foreigners who can be easily integrated into German society. The shift in its formerly passive perception migrant women in German society can be understood by the increase of demand for specialized labor among women that arose in the process of resolving the demographical problems caused by a low-birth rate and aging society. By allowing foreigners to permanently reside in the country, the need for a social integration policy for these migrants increased. In the process, interest grew and policies were actively promoted to support the migrant women which play a very important role in immigration. This paper’s goal is in analyzing Germany’s policy on migrant from a gender perspective. For this purpose, this paper analyzed Germany’s policy on the migrant women and social integration, and attempted to view the different forms of migration women based on the feminization of migration which serves as a key trend in the migration of women. Furthermore, we will attempt to analyze the current situation and implications on the migrant women included in the social integration policies for migrant women that are currently becoming an issue.
