본 연구의 목적은 성과 관련하여 도입, 실행되는 적극적 조치가 여성 시민권의옹호 기획으로서 페미니스트 정치 전략에 갖는 이론적･실천적 함의를 검토하는 데있다. 적극적 조치를 둘러싼 지난한 논쟁의 핵심에는 시민권의 평등을 둘러싼 갈등과 불일치가 존재한다. 적극적 조치는 지배적인 시민권 모형인 기회의 균등 원리에입각하여 일관되게 정당화될 수 없으며 오히려 이에 대한 근본적인 도전을 제기한다. 역사적으로 지배적인 시민권 모형이 부과하는 제약은 시민권의 평등의 이상에호소하는 페미니스트 정치를 역설로 만들어왔다. 성차를 추상한 평등의 요구가 성별권력관계의 인식과 변형에 어떤 곤란을 야기하는 것이다. 본 연구는 여성의 참여를촉진하는 한시적 방안으로 실행되고 있는 적극적 조치가 추상적 개인들 간의 기회의균등의 실현을 목표로 하는 대신 성차의 문화적 관념에 관한 광범위한 논의의 촉발과정이자 사회 변형의 전략으로 실천될 필요가 있음을 주장한다.
Abstract
This study aims to discuss the implication of affirmative action on the feminist political strategy. Affirmative action has been highly controversial programs from its beginning. The main point of pros and cons is about how to justify it within the present constitutional system. This study is to show that affirmative action cannot be fully justified on the ground of equal opportunity or anti-discrimination based on abstract individualism. Rather, affirmative action targeting certain groups has raised fundamental challenge to the dominant model of citizenship which has historically caused some difficulty in recognizing and dealing with sexual difference. This study claims that affirmative action now being implemented as a temporary measure to promote women's participation should be practiced as a process of unleashing broad debate on the cultural notions of sexual difference in order to avoid paradoxes with which the feminist politics has confronted in appealing to the ideals of equality of citizenship.
