본 연구에서는 싱가포르의 국경 관리 체계를 키노폴리틱스 관점에서 분석하여 국경이 이동성을 정치적으로조직하고 차등화하는 권력 장치로 작동하는 메커니즘을 규명하는 것을 목적으로 하였다. 싱가포르의 국경 관리 체계는 육상, 해상, 항공 경로별로 상이한 통제 방식이 적용되고, 이동 주체와 수단, 국경 공간의 물리적·기술적 조건에 따라 차별화된 통치 장치로 기능하고 있다. 관광객과 고숙련 인력은 무비자 협정, 간소화된 출입국 절차, 자동화 게이트등을 통해 환대받는 이동성을 경험하지만 저숙련 노동자는 엄격한 고용허가제, 체류 기간 제한, 가족 동반 금지 등의제약을 받는 이중적 시스템이 정치경제적 논리로 정당화되고 있다. 싱가포르 사례는 구심력, 원심력, 긴장력, 탄성력, 무작위력 등 상보적이면서 상충적인 키노폴리틱스의 다섯 가지 힘이 교차하며 이동의 흐름을 조정하는 세밀한 통치수단임을 보여준다. 싱가포르의 국경은 국가 전략을 실행하는 핵심 플랫폼으로서 지리적 제약 속에서 글로벌 경쟁력을 확보하는 전략적 장치로 활용되고 있음을 보여주는데, 기술 중심의 국경 관리 정책 추진 시 효율성과 인권 보장 사이의 균형을 신중히 고려해야 할 필요성을 제시한다.
Abstract
This study examines Singapore’s border management systems through the lens of kinopolitics, with the aim of clarifying the mechanisms through which borders function as power devices that politically organize and regulate mobility. Singapore's border management systems operate as a multifaceted governance mechanism, with different control methods applied across land, sea, and air routes, differentiated by the subjects and means of movement, and the physical and technological conditions of the border spaces. Whereas tourists and highly skilled workers enjoy welcomed mobility facilitated by visa-free arrangements, streamlined immigration procedures, and automated gates, low-skilled workers are subject to restrictive regimes, including strict work permits, limitations on length of stay, and prohibitions on family accompaniment. This dual system is justified by political economic logic. The Singapore case illustrates a complex assemblage in which the five forces of kinopolitics, namely centripetal, centrifugal, tensional, elastic, and pedetic forces, interact to regulate the circulation of people. It also demonstrates how borders, serving as a platform for the implementation of national strategy, can be mobilized as strategic instruments for securing global competitiveness within the constraints of a limited territory. The study underscores the importance of critically assessing the balance between administrative efficiency and the protection of human rights when adopting technology-driven border management practices.
