본 연구는 싱가포르 정부의 외국인 노동자 정책의 변화와 관련 제도에 관한 연구를 통하여 싱가포르의 외국인 노동자 정책, 사회보장제도 및 사회통합정책에 대한 분석적 접근을 시도한다. 연구내용으로는 첫째, 외국인 노동자 정책의 변천과 현황을 통해 다민족 국가의 이민정책을 살펴본다. 둘 째, 외국인 노동허가기준, 규제 및 제한사항, 최근의 동향을 통해 외국인 노동자 정책의 주요 변화내용을 살펴본다. 셋째, 외국인 노동자의 사회보장제도와 사회통합정책을 통하여 시사점을 논의한 다. 분석결과로서, 싱가포르는 사회적･경제적 통합을 이룩하여 다문화 사회적 기반을 적극적으로 발전시켜 국가발전을 도모하였다. 그리고 이민정책을 둘러싼 외국인 노동자 정책 및 제도를 기존 프로그램의 재정비 및 새로운 프로그램의 시행을 통해 사회보장과 사회통합에 적극적으로 나서고 있다. 따라서 싱가포르의 외국인 노동자 정책은 역사가 길지 않는 우리에게 여러 가지 정책적 시사점을 제공해 준다.
Abstract
This study is about the policy change of foreign worker and analysis its social security system, social integration policy in Singapore government. First, this study check about a multiracial nation's policy of foreign worker. Second, by checking permission, regulation, and recent trend this study provide recent issue of labor policy. Third, this study provide implication of social security and social reunion policy of foreign worker. The result of this study shows that by social and economy union Singapore succeed to make their own development. By implementing new foreign worker policy with existed one Singapore showed its will on social reunion.
