Abstract

This study assesses whether Japan’s national land policy has moved from construction state–based spatial Keynesianism aimed at balanced development to a neoliberal spatial strategy that selectively supports globally competitive urban regions. Using administrative investment reports for Japan’s 47 prefectures (1962–2019), we construct an IPA index and analyze spatio-temporal patterns for total public investment and seven project categories. The results indicate that from the 1960s through the 1990s Japan practiced a Japanese-style spatial Keynesianism that redistributed resources to mitigate regional disparities. Since the 2000s, however, Tokyo’s IPA index has risen sharply while other prefectures have converged toward the national average, signaling stronger spatial selectivity consistent with an urban locational policy. Meanwhile, investment in agriculture, forestry and fisheries, national land infrastructure, and land transport continues to show rural-oriented and basic-infrastructure features. Overall, Japan’s shift reflects not a full abandonment of spatial Keynesianism, but an overlap between balanced-development investment and a selective neoliberal strategy focused on specific urban regions.
