Abstract
This study develops a Flood hazard Potential Index (FP-Index) that integrates the spatial overlap of extreme rainfall intensity and impervious surface ratio to assess surface runoff–based flood potential in Seoul during extreme rainfall events, and examines its spatial clustering patterns. Rather than mapping observed flood events, the study aims to identify the spatial distribution of structural flood hazard potential. Hourly rainfall at the 95th percentile (mm/hr) during the summer seasons from 2011 to 2025, observed at 47 weather stations, was interpolated to a 1km grid and standardized together with impervious surface ratios to construct the FP-Index. The results show that approximately 41.9% of the grids form statistically significant spatial clusters, with hotspots concentrated in the northeastern and northern Gangnam areas. The FP-Index can be used to identify structurally vulnerable areas and to support priority setting in flood mitigation strategies and spatial planning.
