제2차 북핵위기가 발발한지 6년의 시일이 흘렀음에도 불구하고, 그 해결전망은 여전히 불투명하다. 어떤 의미에서 볼 때 상황은 더욱 악화되었다. 따라서 본 논문은 오바마 행정부 출범을 계기로 북핵문제가 원점에서 다시 재검토되어야 함을 강조하면서 연구방법론으로서‘핵문제의 국제적 해결사례 비교’를 제안하고자 한다. 그러한 목적을 위해 본 논문은 제Ⅱ장에서 남아공화국과 이라크, 리비아와 우크라이나 그리고 파키스탄의 사례를 비교했다. 제Ⅲ장에서는 제Ⅱ장에서 검토한 모델들로부터 정책적 시사점을 도출하면서 특히 각 모델들의 북핵문제 적용가능성을 분석ㆍ평가했다. 마지막으로 제Ⅳ장에서는 향후 가장 가능성 있는 핵문제 해결 모델로서‘북한식 모델’을 추론하여 전망해 보았다.
Abstract
It has been passed since the Second North Korean nuclear crisis occurred. But the prospect of solution is ever opaque. In a sense, the situation was more deteriorated. This paper proposed a comparative study of solutions of international nuclear conflict as a methodology for researching North Korean nuclear issue with emphasizing that the issue must be reappraised from the starting point upon the departure of Obama Administration. For a such purpose, this paper compared the cases of Republic of South Africa, Iraq, Libya, Ukraine and Pakistan in chapter II. And this paper analyzed and evaluated whether these models can be applied to the solution of North Korean nuclear issue respectively, especially catching up political suggestions from each case in chapter III. Finally, this paper inferred and prospected for °’North Korean model’, that is to say, ‘partial and ultimate denuclearization’ as the most plausible model in future.
