비핵화 모델의 사례와 교훈: 문재인 정부의 '코리아 모델'은 성공 가능한가?

초록

비핵화와 평화체제를 교환하는 문재인 정부의 이른바 ‘코리아 모델’의 성공 여부는 기존 비핵화 사례에서 성공요인과 실패요인을 추출하고 이것이 북한 비핵화 협상에 적용될 수 있을지 확인하는 것이 필요하다. 비핵화 성공사례로 꼽히는 우크라이나, 리비아, 남아공 모델에서는 핵기술의 취약성, 제재의 효과, 국내적 정권교체 등을 비핵화 성공요인으로 추출할 수 있다. 반면 비핵화 실패사례인 파키스탄 모델에서는 인도와의 오랜 적대관계의 온존이라는 실패요인을 도출할 수 있다. 이를 코리아 모델에 적용할 경우 북한은 이미 끈질긴 핵집착을 통해 핵무기를 보유하고 있고, 제재는 생존을 위협할 만한 물샐틈없는 제재에 이르지 못하고 있으며, 정권교체 등의 정치적 변화 역시 무망하다는 점에서 성공요인은 적고 동시에 한국 및 미국과의 오랜 적대관계가 지속된다는 점에서 실패요인이 더 큰 것을 확인할 수 있다. 결론적으로 문재인 정부의 코리아 모델이 성공하기 위해서는 필요조건으로 북한이 원하는 안전보장과 평화체제를 마련해야 하지만, 이 자체도 한반도 안보환경의 특수성과 평화체제의 비현실성 그리고 비핵과 평화의 단계별 등가교환의 어려움 등을 감안할 때 쉽지 않아 보인다. 특히 코리아 모델의 성공을 위해서는 지금까지 비핵화 성공사례에서 볼 수 있듯이 북한 수령독재의 정치적 변화가 충분조건으로 반드시 필요함을 알 수 있다.

Abstract

The Moon Jae-in administration’s so-called ‘Korea Model’ that exchanges denuclearization with a peace regime and the success of this model is dependent on thorough examination of previous cases of denuclearization and extract success and failure factors. In addition, there is a need to properly consider whether this can be applied to denuclearization negotiations with North Korea. In the successful cases of denuclearization such as the Ukraine, Libya, South Africa models, vulnerability in nuclear technology, the effects of sanctions, and internal regime changes can be gathered as the main reasons for success. Whereas in the Pakistan model of unsuccessful denuclearization, Pakistan’s long history of hostile relations with India proved to be the deciding factor of its failure. Currently, North Korea’s persistent obsession on nuclear program have resulted in the possession of nuclear weapons and the sanctions currently imposed is insufficient to truly threaten their survival as well as the prospect of internal political or regime change is currently unrealistic. Consequently, these factors are impeding the success of this model and the long and longstanding history of hostile relations between North Korea and the U.S. corroborates the prospects for its failure. In conclusion, for the Moon administration’s ‘Korea Model’ to succeed, there is a need to provide security guarantee and establish peace regime that Pyongyang demands as necessary condition but this is no easy task when considering the unique security environment of the Korean peninsula, the unrealistic nature of the peace regime, and the difficulty of equivalent exchange throughout the stages of denuclearization and peace. As such, it is evident from the previous success cases of denuclearization, political change within the North Korean suryong dictatorship must take place as a necessary and sufficient condition in order for the ‘Korea Model’ to succeed.
