Abstract
The purpose of this article is to discuss potential reform of the electoral system in South Korea and its implications. As electoral reform into a mixedᐨ member proportional(MMP) system is actively deliberated in the National Assembly, lawmakers, scholars, and civil society seek understanding of how an MMP system will be operated in the South Korean context. In this article, we compare two types of mixedᐨmember electoral systems - mixedᐨmember majoritarian (the current electoral system of South Korea) and MMP systems- from theoretical and practical perspectives. We then address three important questions relevant to South Korea by examining the actual operation of MMP systems in Germany, New Zealand, and Bolivia: 1) Is increasing the size of the National Assembly inevitable for adoption of an MMP system?; 2) How does the adoption of an MMP system affect party politics and party systems?; and 3) Is a combination of presidentialism and multipartism likely to cause democratic instability? We conclude by suggesting other institutional elements beyond electoral reform that can be considered for consolidation of South Korea’s consensus democracy.
