국회의 대표성 증진을 위한 선거제도 및 정치관계법 개선방안에 관한 연구

초록

이 글은 국회가 다양한 사회적 이해를 포용할 수 있는 정치제도를 선거제도를 중심으로모색하고, 대안으로 선거법, 정당법, 정치자금법의 개정 방향을 제시하고자 한다. 이를위해 현행 한국 선거제도인 혼합형 다수제의 정치적 효과를 통해 문제점을 진단한다. 아울러 한국이 벤치마킹할 수 있는 뉴질랜드 의회와 영국의 지방의회(스코틀랜드, 웨일즈,런던)의 선거제도 개혁 사례에 대한 간단한 설명과 현재 국회에 신속처리안건으로 상정된 (준)연동형 비례제와 함께 19대와 20대 총선 결과에 적용해 시뮬레이션한 결과를 비례성의 관점에서 비교해보고 영국식 의석추가형 비례제가 현실적인 대안이 될 수 있음을논증한다. 아울러 의석추가형 비례제 도입과 함께 현재까지 카르텔 정당체계를 유인해온제반 하위제도들을 검토하면서, 관련법 개정 방향을 종합적으로 제시한다. 결론에서는논의의 요약과 더불어 연동형비례제 채택에 따른 다당체계와 대통령제의 조응성을 토론한다.

Abstract

This paper tries to seek an alternative electoral institutions to includevarious societal interests and to propose the amendments of electoralacts. With diagnosing the present electoral system and referencing onesof New Zealand and English Regional Assemblies, it suggests the additionalmember system(AMS) of England as a practical alternative to the currentone. The computer simulation with the outcomes of the 19th and 20th NationalAssembly Election will be provided as an empirical buildups.
