본 연구는 뉴질랜드의 선거제도 개혁의 과정과 그 정치적 결과를살펴봄으로써 한국의 선거제도 개혁에 주는 시사점을 제시하고자 한다. 뉴질랜드는 1993년 국민투표를 통해 1위대표제에서 혼합형 비례대표제로의 개혁이 이루어졌다. 그 과정에서 정당과 정치인이 아닌유권자들의 역할이 중요한 것으로 나타났다. 그리고 혼합형 비례대표제는 투표-의석 간 비례성의 향상, 승자독식과 ‘선거독재’의 문제 극복, 소수집단의 효과적인 정치적 대표, 그리고 정치에 대한 국민적신뢰 회복 등에 긍정적 영향을 주었다. 한국에서 진행되고 있는 선거제도 개혁의 주요 목적은 지역주의타파, 투표-의석 간 비례성의 증대, 정책을 중심으로 한 정당정치의제도화, 그리고 정치에 대한 신뢰회복에 있다. 이러한 목표를 달성하기 위해서는 선거제도 개혁의 과정과 논의에 있어 국민적 참여와 결정이 요구되며, 비례성이 높은 혼합형 비례대표제로의 개혁이 요구된다 할 것이다.
Abstract
The purpose of this study is to examine the process and political consequences of the electoral reform in New Zealand, and to discuss its implications for Korea’s electoral reform. The Electoral System of New Zealand reformed from first-past- the-post(FPTP) to mixed member proportional system(MMP) through referendum in 1993. In so doing, voters played the deciding role in changing the electoral system. Also, the reform of electoral system is accomplishing various political goals such as increasing proportionality, overcoming winner-takes-all and elective dictatorship, effective representation of minority and special interest groups, and enhancing support and satisfaction with politics. In Korea, major goals of electoral reform are to alleviate regional party system, enhance proportionality, institutionalizing party politics by public policy, guarantee effective representation of minority party and to increase political support. To accomplishing these goals, Korea’s electoral reform should be participated voters and various social groups in reform process. Also, the direction of electoral reform should change to mixed member proportional system.
